Councilmember Pentin suggested that Assemblymember Bauer-Kahan investigate the Carnegie State <br /> Vehicular Recreation Area (SVRA) to be included in AB 1086 when it returns. <br /> Niccolo De Luca, Northern California Senior Director, Townsend Public Affairs reported that <br /> amendments have been submitted to Senator Weiner's office regarding SB 50 as it relates historic <br /> definitions, parking, and community plans and feels that something will be submitted on January 6, <br /> 2020. He said he is working closely on PFAS Water Contamination and the Department of Water <br /> Resources. Councilmember Brown wants to ensure it is tied into housing. <br /> Mr. De Luca said ADUs have been discussed and some legislative proposals have been discussed <br /> allowing them to be included in the RHNA numbers. He advised that around January 10, 2020, <br /> Governor Newsom will submit the budget and he feels some of the trending topics will include housing, <br /> homelessness, PG&E bankruptcy, and rolling blackouts, vaping, and impact fees. He also noted they <br /> were working on Senate Bill 278 and are reviewing a Drought, Parks, and Climate Change Bond. <br /> In response to Councilmember Brown's inquiry, Mr. De Luca reported that in the San Mateo County <br /> case, the judge upheld the City's actions in denying the development based on the City being a Charter <br /> City. City Attorney Sodergren commented that a recent case out of San Jose that further clarifies the <br /> area and noted it is an evolving issue and feels there will be more of these types of cases. <br /> In response to Councilmember Testa's inquiry, Assistant City Manager Dolan stated that Pleasanton <br /> isn't concerned with surplus land since there is not an abundance of it in the area. <br /> MATTERS INITIATED BY COUNCIL <br /> Councilmember Testa invited City Council and residents to the "We are Lights" on Saturday, December <br /> 14 at 7:30 p.m. at the Lynwood United Methodist Church. <br /> COUNCIL REPORTS <br /> Councilmember Brown reported her and Mayor Thorne's attendance at Turkey Bingo on November 9, <br /> 2019 at the Veterans of Foreign Wars Post 6298. She also reported attendance, along with <br /> Councilmember Pentin, at the Livermore Amador Valley Transit Authority (LAVTA) regarding the <br /> parking structure that is to be built in Dublin. She noted it will need to be completed by the end of 2020 <br /> or the funding will be lost. <br /> Councilmember Pentin reported his upcoming attendance at the League of California Cities League <br /> Leader's Conference in Napa. <br /> ADJOURNMENT <br /> There being no further business, the meeting was adjourned at 9:44 p.m. The Council extended a <br /> tribute to our nation's men and women serving in the military.
