Following are our <br /> comments for your consideration: <br /> 1. Livermore Valley Groundwater Basin-Groundwater Quality. The project area is situated over an upland <br /> portion of the Livermore Valley Groundwater Basin; as such,the underlying groundwater is subject to the <br /> management provisions of the basin's Alternative Groundwater Sustainability Plan (GSP), which was <br /> prepared by Zone 7 Water Agency and approved by the State Department of Water Resources in 2019.As <br /> the designated Groundwater Sustainability Agency (GSA), Zone 7 strives to maintain sufficient <br /> groundwater supplies and good groundwater quality within the groundwater basin. To support these <br /> goals, the project needs to be consistent with the Alternative GSP and Zone 7's Sustainable Groundwater <br /> Management Ordinance, as well as the State's Water Recycling Policy (and associated orders), and the <br /> County's Water Wells Ordinance. Links to many of these documents can be found on Zone 7's website at <br /> https://www.zone7water.com/. <br /> 2. Groundwater Wells. Section 5.9 of the IS/MND states, "The project would not use groundwater to <br /> provide water for this project;" however, our records indicate there is one water well (3S/lE 28L 2) <br /> located in the project area. If any other well is discovered in the project area, it should be reported to Zone <br /> 7 immediately. County Ordinance Code (Chap 6.88), which was also adopted by reference by City of <br /> Pleasanton,prohibits the existence of"abandoned wells"and requires any such well to be destroyed under <br /> a permit issued by Zone 7. An "abandoned" well is defined as, "Any well that is not "active" nor been <br /> used at least once in preceding twelve(12)months for its intended use." The approximate location of the <br /> well is shown on the attached map. The application form necessary for the well destruction permit and <br /> associated fee schedule can be downloaded from the Zone 7 website at <br /> http://www.zone7water.com/permits-a-fees/64-well-drilling-and-destruction-perm its. <br /> 3. Septic Tanks. Section 5.17 of the IS/MND states, "The project would not discharge any waste, other <br /> than domestic sewage, and all sewage would be discharged into the City's sanitary sewer system for <br /> ultimate treatment."Because the existing land use is rural residential in nature,the existing dwelling unit <br /> may have been served at some point by an onsite wastewater treatment system i.e., septic tank and <br /> leachfield.
