Bringhurst LLC at 990 Sycamore Road <br /> Initial Study and Negative Declaration <br /> STANDARDS OF SIGNIFICANCE <br /> For purposes of this environmental document, an impact is considered significant if <br /> the proposed project would: <br /> • Be inconsistent with a qualified GHG Reduction Strategy or <br /> • Generate more than 1,100 Metric Tons CO2 equivalent per year (MT CO2 <br /> e/year). <br /> Less Than <br /> Significant <br /> Potentially Impact With Less Than <br /> Significant Mitigation Significant No <br /> Issues Impact Incorporated Impact Impact <br /> Would the project: <br /> a) Generate greenhouse gas emissions,either directly or X <br /> indirectly, that may have a significant impact on the <br /> environment? <br /> b) Conflict with an applicable plan, policy or regulation X <br /> adopted for the purpose of reducing the emissions of <br /> greenhouse gases? <br /> DISCUSSION <br /> a-b) With respect to operational GHG emissions, the significance threshold <br /> specified in the BAAQMD CEQA Guidelines6 is 56 single-family dwelling units. <br /> The proposed project does not exceed this threshold and would thus not be <br /> expected to generate a considerable increase in GHG emissions. <br /> Nevertheless, the project would be required to meet the City's CAP. <br /> Specifically, the project would be required to meet green building and energy <br /> efficiency measures consistent with the City's Green Building Ordinance and <br /> the State's Green Building Standards Code (CALGreen). The City's Green <br /> Building Ordinance requires a minimum of 50 total green building points and <br /> the applicant is proposing at least 75 points. Additionally, each new home <br /> would be required and constructed to allow for future installation of <br /> photovoltaic and solar-water-heating systems. These project features would <br /> be expected to reduce GHG emissions and assist the City in meeting the goals <br /> of AB 32. <br /> Furthermore, several Strategies and Supporting Actions related to water and <br /> energy conservation from the Climate Action Plan are incorporated into the <br /> proposed project or will be required as conditions of approval. Specifically, it <br /> would incorporate a landscape and irrigation plan that is required to meet <br /> the State of California's Model Water Efficient Landscape Ordinance and Bay <br /> 26 <br />a "Qualified Greenhouse Gas Reduction Strategy" in accordance with the <br /> District's CEQA guidelines. <br /> 25 <br />, subject to the review and approval of the Director <br /> of Engineering/City Engineer. Compliance with these recommendations are <br /> required as conditions of approval. Therefore, potential impacts would be less <br /> than significant. <br /> c) Site explorations conducted by PRA determined that the potential for <br /> liquefaction at this site is very low. The geotechnical analysis included <br /> recommendations to prevent landslides, lateral spreading, subsidence, <br /> liquefaction and collapse on the project site.
