Bringhurst LLC at 990 Sycamore Road <br /> Initial Study and Negative Declaration <br /> minimum standards for building design through the California Building Code, <br /> including specific seismic safety requirements. State earthquake protection law <br /> requires that buildings be designed to resist stresses produced by lateral forces <br /> caused by earthquakes. As a condition of approval, the project would be <br /> required to comply with the applicable codes and standards to provide <br /> earthquake resistant design to meet or exceed current seismic requirements and <br /> mitigate any specific soil condition concerns. Additionally, the project would be <br /> conditioned to comply with the recommendations in the geotechnical report <br /> and peer review. Therefore, the potential impact would be categorized as less <br /> than significant. <br /> d) Expansive soils can undergo significant volume changes in moisture content. <br /> They shrink and harden when dried and expand and soften when wet. To <br /> mitigate these potential impacts to acceptable levels and ensure that <br /> foundation systems are capable of tolerating or resisted potential damaging soil <br /> movements, the geotechnical report recommends several measures to be <br /> implemented into the design of foundations, irrigation and site drainage, and <br /> surface improvements; and during site preparation, including over-excavation of <br /> soils. These measures are required to be implemented, to the satisfaction of the <br /> City Engineer, as conditions of project approval. Therefore, the potential impact <br /> would be categorized as less than significant. <br /> e) No septic systems or alternative wastewater disposal systems are proposed as <br /> part of the project. The existing residence is connected to the City sanitary sewer <br /> system and the new homes would also be connected to City sanitary sewer <br /> system; therefore, the project would have no impact. <br /> 5.7. GREENHOUSE GAS EMISSIONS <br /> ENVIRONMENTAL SETTING <br /> The BAAQMD encourages local jurisdictions to adopt a qualified Greenhouse Gas <br /> (GHG) Reduction Strategy that is consistent with Assembly Bill (AB) 32 goals. AB 32 <br /> mandated local governments to adopt strategies to reduce GHG emissions. <br /> Consistent with the objectives of AB 32, the City has adopted a Climate Action Plan5 <br /> (CAP) to outline strategies to reduce GHG emissions to 1990 levels by the year 2020. <br /> The CAP was reviewed by the Bay Area Quality Management District and was <br /> deemed a "Qualified Greenhouse Gas Reduction Strategy" in accordance with the <br /> District's CEQA guidelines. <br /> 25 <br />, subject to the review and approval of the Director <br /> of Engineering/City Engineer. Compliance with these recommendations are <br /> required as conditions of approval. Therefore, potential impacts would be less <br /> than significant. <br /> c) Site explorations conducted by PRA determined that the potential for <br /> liquefaction at this site is very low. The geotechnical analysis included <br /> recommendations to prevent landslides, lateral spreading, subsidence, <br /> liquefaction and collapse on the project site.
