Bringhurst LLC at 990 Sycamore Road
Initial Study and Negative Declaration
(ARB) and Bay Area Air Quality Management District (BAAQMD). The EPA and ARB
designate air basins where ambient air quality standards are exceeded as National
(EPA) "non-attainment" areas, or State (ARB) "non-attainment" areas fora range of
pollutants, with different standards and thresholds for each. The Air Basin is
considered a non-attainment area for Ozone (State and National); Particulate
Matter (PMio) (State); and Particulate Matter- Fine (PM2.5) (State and National)3.
The 1970 Federal Clean Air Act (CAA), updated in 1997 and 1990, addresses and
regulates six "criteria pollutants" (Ozone, Nitrogen dioxide (NO2), Lead, Particulate
matter (PM10 and PM2.5), Carbon monoxide (CO) and Sulfur dioxide; the 1988
California Clean Air Act (CCAA) addresses these same six pollutants, as well as
visibility reducing particles, hydrogen sulfide, sulfates and vinyl chloride. Generally,
the planning requirements of the CCCA are more stringent than similar federal
regulations; therefore, consistency with the CCAA will also demonstrate consistency
with the CAA.
STANDARDS OF SIGNIFICANCE
For purposes of this environmental document, an impact is considered significant if
the proposed project would:
• Conflict with or obstruct implementation of the applicable air quality plan;
• Result in pollution emission levels above those established by BAAQMD in
either the short term (construction related) or long term (operations);
• Expose sensitive receptors to substantial pollutant concentrations;
• Create objectionable odors affecting a substantial number of people.
Less Than
Significant
Potentially Impact With Less Than
Significant Mitigation Significant No
Issues Impact Incorporated Impact Impact
Would the project:
a) Conflict with or obstruct implementation of the X
applicable air quality plan?
X
3 httq://www. baaamd. aov/about-air-quality/research-and-data/air-quality-standards-and-
attainment-status, accessed July 29, 2019
15
ALITY
ENVIRONMENTAL SETTING
The project site is located within Pleasanton and Alameda County, and within the
San Francisco Bay Area Air Basin (Air Basin). Air quality in the Air Basin is regulated by
the Environmental Protection Agency (EPA), the California Air Resources Board
14
4
at would be amenities, because a design for connection of a trail would be ready
in the near term, she recommended funding be provided by the applicant to the City to be used
for the highest priority projects in the bike and pedestrian master plan that deal with
connectivity, especially in south Pleasanton. One in particular is the circuit bicyclists take from
Sycamore to Foothill and then around Foothill. One of the key provisions is for a wider bike
lane on Foothill so there is a logical connection to improving bicycling along the corridor here
that is realistic in the near term and money can do that. She asked that staff look at other
options along those lines, and how much of a contribution was realistic based on splitting the
difference of the profit a land owner would receive by having the additional two parcels.
Excerpt Planning Commission Minutes, July 11, 2018 Page 9 of 11
, 2018 Page 3 of 11
Way, existing lots range from 15,033 sq. ft.
