Bringhurst LLC at 990 Sycamore Road
Initial Study and Negative Declaration
4. DETERMINATION
On the basis of this initial evaluation:
x I find that the proposed project COULD NOT have a significant effect on
the environment, and a NEGATIVE DECLARATION will be prepared.
I find that although the proposed project could have a significant effect
on the environment, there will not be a significant effect in this case
because revisions in the project have been made by or agreed to by the
project proponent. A MITIGATED NEGATIVE DECLARATION will be
prepared.
I find that the proposed project MAY have a significant effect on the
environment, and an ENVIRONMENTAL IMPACT REPORT is required.
I find that the proposed project MAY have a "potentially significant
impact" or "potentially significant unless mitigated" impact on the
environment, but at least one effect 1) has been adequately analyzed in
an earlier document pursuant to applicable legal standards, and 2) has
been addressed by mitigation measures based on the earlier analysis as
described on attached sheets. An ENVIRONMENTAL IMPACT REPORT is
required, but it must analyze only the effects that remain to be addressed.
I find that although the proposed project could have a significant effect
on the environment, because all potentially significant effects (a) have
been analyzed adequately in an earlier EIR or NEGATIVE DECLARATION
pursuant to applicable standards, and (b) have been avoided or
mitigated pursuant to that earlier EIR or NEGATIVE DECLARATION, including
revisions or mitigation measures that are imposed upon the proposed
project, nothing further is required.
Jenny Soo Date: December 16, 2019
10
9
el
into five residential lots for four new homes and one existing home.
Please refer to Figure 3 for the proposed site layout.
nd two
outbuildings, located towards the southeast portion of the property. Sycamore
Creek runs northwesterly-southeasterly through the site. Access to the existing home
is provided by a 15-foot wide driveway from Sycamore Road. This driveway crosses
a wooden bridge over the creek before it reaches the existing residence. There are
a number of mature trees on the property including native valley oak, sycamore,
and California black walnut trees; these are generally located in the southern
portion of the site and adjacent to the creek. Non-native trees including eucalyptus,
4
at would be amenities, because a design for connection of a trail would be ready
in the near term, she recommended funding be provided by the applicant to the City to be used
for the highest priority projects in the bike and pedestrian master plan that deal with
connectivity, especially in south Pleasanton. One in particular is the circuit bicyclists take from
Sycamore to Foothill and then around Foothill. One of the key provisions is for a wider bike
lane on Foothill so there is a logical connection to improving bicycling along the corridor here
that is realistic in the near term and money can do that. She asked that staff look at other
options along those lines, and how much of a contribution was realistic based on splitting the
difference of the profit a land owner would receive by having the additional two parcels.
Excerpt Planning Commission Minutes, July 11, 2018 Page 9 of 11
, 2018 Page 3 of 11
Way, existing lots range from 15,033 sq. ft.
