Whether grading takes into account environmental characteristics and is <br /> designed in keeping with the best engineering practices to avoid erosion, <br /> slides, or flooding to have as minimal an effect upon the environment as <br /> possible. <br /> Regardless of the number of lots proposed, erosion control and dust suppression <br /> measures will be documented in the improvement plans and will be administered <br /> by the City's Building and Safety Division and Engineering Department. In <br /> addition, the flood hazard maps of the Federal Emergency Management Agency <br /> (FEMA) indicate that the subject property is not located in a flood hazard zone. <br /> The site is not located within an Alquist-Priolo Earthquake Fault Zone. Although <br /> the grading as proposed would appear to meet this finding, reducing the number <br /> of lots would reduce the amount of grading necessary, thus lessening any <br /> potential impacts on the environment. <br /> 5. Whether streets, buildings, and other manmade structures have been <br /> designed and located in such manner to complement the natural terrain <br /> and landscape: <br /> The project site is in a developed area of the City and the proposed project does <br /> not include the extension of any new public streets. The design guidelines would <br /> require future homes to be constructed compatible with the existing <br /> neighborhood, and would establish building envelopes that respect the natural <br /> terrain and features of the area, including the creek. The project proposes <br /> grading in such a manner that the proposed building pads for new residences do <br /> not contrast unfavorably with the natural terrain, and protects existing mature <br /> trees. Nonetheless, the proposed project would introduce a higher level and <br /> intensity of development than that anticipated by the North Sycamore Specific <br /> Plan, which seeks to integrate future development in a manner most compatible <br /> with the surrounding landscape, and therefore concludes that the finding cannot <br /> be made. <br /> 6. Whether adequate public safety measures have been incorporated into the <br /> design of the plan: <br /> The Planning Commission finds that the private driveway entry off Sycamore <br /> Creek Way would be located and configured to provide adequate line-of-sight <br /> viewing distance and to facilitate efficient ingress/egress to and from the project <br /> site. The private driveway is designed to provide adequate circulation for fire, <br /> police, and other emergency vehicles. The new homes will be equipped with <br /> automatic residential fire sprinklers. In addition, the proposed development, as <br /> recommended by staff, is required to follow the maintenance guidelines detailed <br /> in the Wildland Fire Management Plan prepared by Olberding Environmental, <br /> Inc. for the proposed development. Furthermore, the proposed homes will be <br /> required to meet the requirements of applicable City and State codes.
