<br />Resolution No. PC-99-9+ <br /> <br />Page 5 <br /> <br />10. Prior to enrolling a child in the day-care center, the applicant shall have the <br />parent(s)/guaradian(s) of the child sign a document stating that any person transporting <br />the child to or from the day-care center shall comply with the fo\1owing traffic circulation <br />rules: <br /> <br />a. The person transporting a child enrolled at the day-care center sha\1 use his or <br />her best effort to park on the east side of First Street in front of the day-care <br />center, should space permit, to ensure that the child can safely travel between <br />the day-care center and the vehicle. If necessary for safety purposes, the <br />person transporting the child shall escort the child to and from the day-care <br />center. <br /> <br />b. The person transporting a child enrolled at the day-care center shall exit the <br />day-care center into the northbound lane of traffic on First Street only. When <br />exiting the day-care, the person transporting the child sha\1 not make a U-turn <br />into the southbound lane of traffic on First Street. <br /> <br />c. The person transporting a child enro\1ed at the day-care center shall drive <br />safely and follow all traffic regulations. <br /> <br />d. The person transporting a child enrolled at the day-care shall not turn around in <br />the neighboring driveways. <br /> <br />The document the applicant has the parent(s) or guardian(s) sign is subject to the review <br />and approval of the Zoning Administrator prior to the applicant enrolling any new <br />children at the day-care center. <br /> <br />11. The applicant shall advise all parents/guardians of existing children enro\1ed in the <br />day-care center of the traffic circulation regulations listed in condition of approval <br />number ten. Within seven days of Planning Department approval of the document <br />required in condition of approval number ten, the applicant shall have a parent or <br />guardian of each child enrolled at the day-care center sign a copy of the approved <br />document. The applicant shall keep the parent's/guardian's signed document on file while <br />his or her child is enrolled at the day-care center. <br /> <br />12. Each parent shall receive notification that this use permit may be revoked depending on <br />traffic conditions after the First Street bridge is constructed. <br /> <br />13. The issue of placing a temporary loading zone in the front of the residence shall be <br />referred to the Traffic Committee for consideration. <br /> <br />14. An analysis of the traffic in the area shall be conducted after completion of the First <br />Street bridge to determine if there are safety issues related to the operation of the <br />large-family day-care facility with the First Street bridge reconstruction completed. <br /> <br />1 <br />
