Thus, fuel consumption from those trips <br /> and/or from idling vehicles waiting in the drive-through queue would also <br /> increase. <br /> A traditional (non-drive-through) restaurant would also be more consistent with <br /> General Plan and CAP goals to encourage pedestrian-oriented development. For <br /> example, it could improve pedestrian-friendliness, by allowing additional space to <br /> be dedicated to pedestrian circulation and seating areas, and for more generous <br /> landscaping throughout "Pad B," along Rosewood Drive and along the adjacent <br /> driveway located immediately to the south side of"Pad B." Although alternative <br /> site plans without a drive-through have not been developed by the applicant, <br /> eliminating the need for a drive-through aisle may also open up other possible <br /> site plan configurations, such as a design that would orient the building closer to <br /> Rosewood Drive and the corner, versus being placed toward the center of"Pad <br /> B," presenting a more positive and pedestrian-friendly streetscape look and feel. <br /> Therefore, the Planning Commission finds the drive-through component of the <br /> proposed restaurant is inconsistent with portions of the City's General Plan and <br /> CAP and cannot make this finding. <br /> 3. Whether the plan is compatible with previously developed properties in the <br /> vicinity and the natural, topographic features of the site: <br /> "Pad B" is bordered by commercial uses. The proposed restaurant and related <br /> site improvements would require limited grading. Grading conducted on the site <br /> would continue to be subject to engineering and building standards prior to any <br /> development. Therefore, the proposed modification would allow for this finding to <br /> be made. <br /> 4. Whether grading takes into account environmental characteristics and is <br /> designed in keeping with the best engineering practices to avoid erosion, <br /> slides, or flooding to have as minimal an effect upon the environment as <br /> possible. <br /> The "Pad B" topography is flat and grading for the proposed restaurant and <br /> related site improvements would be minimal and limited just to "Pad B." Erosion <br /> control and dust suppression measures would be documented in any building <br /> permit plans and would be administered by the City's Building and Safety <br /> Division and Engineering Department. "Pad B" is not located within an Alquist- <br /> Priolo Earthquake Fault Zone. The flood hazard maps of the Federal Emergency <br /> Management Agency (FEMA) indicate that "Pad B" is not located within a 100- <br /> year flood zone.
