Attachment 2 RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON AMENDING THE PURCHASING PROCEDURES AND MANUAL TO SET FORTH THE LOCAL PREFERENCE FOR SUPPLIES, EQUIPMENT AND TRADE SERVICES AS PROVIDED IN MUNICIPAL CODE CHAPTER 3.28 WHEREAS, the Administrative Policy: Purchasing Procedures and Manual guides staff regarding contracting for goods, equipment and services in compliance with federal, state and local laws and policies; and WHEREAS, at its meeting of January 21, 2020, the City Council is considering the adoption of an ordinance to amend Municipal Code Chapter 3.28 to provide for a local preference in the purchase of supplies, equipment and trade services (but exempting professional services); and WHEREAS, an amendment to the Policy: Purchasing Procedures and Manual is proposed to reflect the City's policy in Pleasanton Municipal Code Chapter 3.28. NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: SECTION 1. That the amendments to the Purchasing Procedures and Manual is exempt from environmental review under the California Environmental Quality Act per Title 14 California Code of Regulations §15061(b)(3). SECTION 2. Adopts amendments to the Purchasing Procedures and Manual as set forth in the attached Exhibit A. SECTION 3. This resolution shall go into effect when the ordinance amending Municipal Code Chapter 3.28 to add a local preference goes into effect. SECTION 4. City Clerk shall certify to the passage of this resolution and enter it into the book of original resolutions. PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at a regular meeting held on January 21, 2020.
