THE CITY OFP.M{ <br /> :gym <br /> ■ �x 141111 <br /> AT6L ECONOMIC VITALITY COMMITTEE REPORT <br /> October 17, 2019 <br /> City Attorney <br /> Economic Development <br /> TITLE: LOCAL BUSINESS SUPPORT PROGRAM — OPTIONS TO AMEND <br /> PLEASANTON MUNICIPAL CODE <br /> In implementing the Economic Development Strategic Plan (adopted by the City Council <br /> in 2013) the Economic Vitality Committee has been active in efforts to support local <br /> companies. Most recently, the City Council included the EVC's recommended <br /> Coordinated Business Support Program in the 2019-2020 City Council Work Plan. <br /> Among the ideas discussed at the committee's meetings include an update of the City's <br /> purchasing practices to provide a preference to Pleasanton-based companies. This is <br /> described as: <br /> "If the procurement submissions are competitively matched in relation to <br /> qualifications, quality, experience and cost, the City will consider locality <br /> when selecting providers of goods and services. A local provider is a <br /> company that has a current City of Pleasanton business license and a <br /> physical location in Pleasanton. The City Council and/or City Manager <br /> may waive preference based on insufficient qualifications, quality or <br /> experience, or in the event of an emergency." <br /> DISCUSSION <br /> The municipal codes and policies of nine other local cities were reviewed, and their staff <br /> contacted, to determine whether and how they are providing any preference for local <br /> businesses. The results of this informal survey are the following: <br /> Jurisdiction Type of Preference <br /> Danville If all criteria "relatively equal," ordinance to award to local <br /> business <br /> - If 2 bids same price, preference to local vendor <br /> - Staff"strongly encouraged to solicit quotations from city- <br /> Dublin based businesses" <br /> - If purchasing over $45,000, at least 1 local bid "whenever <br /> possible" <br />
