THE CITY OF <br /> gli=1. 22 <br /> L-EASANTON CITY COUNCIL AGENDA REPORT <br /> January 21, 2020 <br /> City Manager <br /> Community Development <br /> TITLE: REVIEW AND DISCUSS JANUARY 2020 AMENDMENTS SENATE BILL 50 <br /> (WIENER) <br /> SUMMARY <br /> Senate Bill 50 was introduced by Senator Scott Wiener in late 2018 as part of the 2019 <br /> Legislative Session. The bill focuses on relaxing height and density standards around <br /> transit and job centers, in an effort to encourage more housing production. Initial drafts <br /> of the proposed legislation met with significant opposition from communities throughout <br /> the state, including a formal "oppose unless amended" position by the City of <br /> Pleasanton and the Tri-Valley Cities. In June, 2019, the bill became a two-year bill to <br /> allow for additional dialog between the bill's authors and affected stakeholders. On <br /> January 7, 2020, Senator Wiener released an amended draft bill, which includes some <br /> notable changes from the prior draft. This agenda report provides a summary of those <br /> amendments, and outlines the next steps in the legislative process, including staff and <br /> the Tri-Valley Cities' (TVC) efforts to monitor and respond to this new legislation. <br /> RECOMMENDATION <br /> It is recommended that the City Council receive the update on SB 50, as amended in <br /> January 2020. Given the strong likelihood the bill will be further amended in coming <br /> months, and the ongoing collaborative efforts by the Tri-Valley Cities to develop a <br /> coordinated response to SB50 and other 2020 legislation, staff does not recommend the <br /> City Council take a new position on the bill at this time. <br /> FINANCIAL STATEMENT <br /> There are no financial impacts at this time. <br />
