Scope of Services for Preparation of <br /> AWIA-Compliant Risk and Resilience Assessment (RRA) and <br /> Emergency Response Plan (ERP) and Certifications <br /> City of Pleasanton <br /> Exhibit A <br /> APPROACH <br /> America's Water Infrastructure Act of 2018 (AWIA) was signed into law in October of 2018. <br /> Under this law, utilities are required to conduct RRAs and prepare or revise ERPs. Utilities must <br /> certify to the United States Environmental Protection Agency (EPA) that they have met these new <br /> requirements. AWIA requires each water utility to coordinate with existing local emergency <br /> planning committees when preparing or revising RRAs and ERPs. <br /> The City must send a letter to the EPA certifying compliance with the AWIA by the dates <br /> specified in the AWIA for both the RRA and ERP. Deadlines are assigned based on the <br /> population served by a given utility. Based on the population served by the City's water system <br /> (i.e., between 50,000-99,000 persons), the RRA and ERP due dates are December 31, 2020 and <br /> June 30, 2021 respectively. <br /> West Yost Associates (West Yost) will leverage our partnership with Idaho National Laboratory <br /> (INL) on behalf of the City. This includes Cyber-Informed Engineering (CIE) which is aimed at <br /> implementing engineering controls to reduce cyber-risk. This is the future of cybersecurity; West <br /> Yost will integrate these principles into all efforts completed. <br /> WORKSHOPS AND STAKEHOLDER ENGAGEMENT <br /> Staff expertise is key to the best possible assessment. For this reason, West Yost's workshops are <br /> designed to be interactive and collaborative. <br /> The following workshops are anticipated: <br /> • Workshop 1 —Asset and Threat Characterization(Task 4) <br /> • Workshop 2—Cyber-RRA (Task 5) <br /> • Workshop 3 —Analysis of Consequences, Vulnerability and Likelihood (Task 6) <br /> • Workshop 4—Threat Risk and Resilience Management Strategy Development(Task 8) <br /> • Workshop 5 —Emergency Response Planning (Task 10) <br /> The workshops will provide opportunities for staff to become practiced in building and <br /> maintaining compliance relative to the AWIA requirements, and more generally build <br /> understanding of the different types of risks to the City's water system and source of supply. <br /> SCOPE OF SERVICES <br /> West Yost takes a balanced all-hazards approach that considers prevention, protection, <br /> preparedness,response,and recovery needs to address a full range of threats and hazards,including <br /> malevolent attacks, natural, technological, and human-caused hazards, and other emergencies. <br /> WEST Y O S T ASSOCIATES 1 City of Pleasanton <br /> November 2019 <br /> n\m\c\cityp\p\2019_P RRA-ERP ApproachScope <br />
