Project Initiation
The project will start with an on-site Project Initiation meeting with the City's project manager
and the West Yost project manager. An information request will be sent prior to the meeting to
obtain security and emergency preparedness information. During the Project Initiation meeting
West Yost will review project objectives, the overall project work plan and schedule in detail, and
review the material the City compiled in response to the initial data request and begin to identify
who West Yost might interview as part of the data collection effort. At this meeting we will also
prepare for the first series of workshops, identify the City's internal and external stakeholder group
members, and set dates for workshops and project review calls.
Task 3. Site Visit and Kick-Off Meeting
Task 3 consists of the City RRA Kick-Off meeting, staff interviews to collect data, and site visits
to the facilities to evaluate and document characterization in support of the RRA and
emergency planning.
The Kick-Off meeting is a multi-purpose meeting to accomplish the following objectives:
• Introduce the AWIA and RRA to the City's internal stakeholder group members.
• Review the approach to comply with the AWIA and the roles the stakeholders have in
the process.
• Confirm the City's mission and service levels.
• Prioritize critical facilities and customers.
• Have discussions to gain an understanding of local historical occurrence and impacts
from threats and hazards.
To make the Kick-Off meeting productive and efficient, prior to the meeting, West Yost will
review the material the City provided at the Project Initiation meeting and prepare a follow-up data
request, if needed. At the Kick-Off meeting, West Yost will review with the internal stakeholder
group the data compiled in Task 1, the follow up data request and identify additional sources of
information for West Yost.A list of additional people West Yost should interview will be prepared
as part of this discussion. Interviews are an excellent way to collect data for use within an RRA
and ERP. West Yost will prepare interview questions for identified stakeholders in advance so
each of the interviewees will be able to prepare answers and comments to our questions.Interviews
may be conducted in a one-on-one format or small group. Interviews will inform both the RRA
and ERP, as needed.
Part 2: Risk and Resilience Assessment
Voluntary Consensus Standards
The City plans to use J-100 as the key standard which aligns with West Yost's approach of using
AWWA standards to conduct the RRA.
