BACKGROUND <br /> Through the Harrington Art Partnership (Another Harrington Arts Partnership Piece for <br /> You), Nancy and Gary Harrington donated funding to the City for several public art <br /> pieces. On December 6, 2011, at its regular meeting, City Council approved the <br /> purchase of several public art pieces as part of the Harrington Public Art Acquisition <br /> Plan Phase II. Five of the pieces approved in this phase are yet to be donated to the <br /> City. Due to the time that has passed since original approval, the Harringtons have <br /> indicated that, for a variety of reasons, it is becoming increasingly difficult to donate the <br /> remaining pre-approved pieces. In October 2014, City staff agreed to allow the <br /> Harringtons to find suitable replacements for the remaining five pieces. <br /> DISCUSSION <br /> The Harringtons would like to donate Eventide, a cold-welded steel replica of a <br /> mountain lion, to be installed the Alviso Adobe Community Park located at 3465 Old <br /> Foothill Road, instead of one of the remaining pre-approved five pieces. <br /> The proposed location for the art piece is the Alviso Adobe Community Park, northwest <br /> of the orchard and near the future bee and butterfly garden (Attachment 2). The Public <br /> Art Selection Sub-Committee (PASS), the Civic Arts Commission, and the Parks and <br /> Recreation Commission have reviewed the proposed concept for the art piece and the <br /> location. Their recommendations are listed below. <br /> During their research, PASS thought the amount of dense evergreen Oak trees would <br /> prevent the piece from being seen from Old Foothill Road. Limiting glimpses from <br /> roadways prevents drivers from mistakenly identifying the art as a real mountain lion. <br /> The PASS committee unanimously agreed that the proposed location is accessible by <br /> trails, making the piece more accessible for the public. The PASS committee also <br /> recommended that the piece be unlit as to not create a shadow. <br /> The Civic Arts Commission reviewed Eventide on November 4, 2019. By a 5-0 vote the <br /> Civic Arts Commission recommended the sculpture be accepted by the City and placed <br /> at the Alviso Adobe Community Park, northwest of the orchard. The Civic Arts <br /> Commission supported the location because of its placement away from Foothill Road. <br /> The Parks and Recreation Commission reviewed Eventide on December 12, 2019. <br /> With a 5-0 vote, the Parks and Recreation Commission also recommended the <br /> sculpture be accepted by the City and placed at the Alviso Adobe Community Park, <br /> northwest of the orchard. The Parks and Recreation Commission felt the location would <br /> allow for expanded interpretation and educational opportunities. The Parks and <br /> Recreation Commission shared that the location was appropriate for the size of the <br /> piece and agreed that the distance from Foothill Road would limit drivers from mistaking <br /> it as a real mountain lion. <br /> Attachment 3 provides a photo of the proposed location at the Alviso Adobe Community <br /> Park and Attachment 4 shows a mock-up of the proposed piece in this location. <br /> Page 2 of 3 <br />
