BACKGROUND <br /> On March 23, 2016, the Planning Commission recommended City Council approve <br /> PUD-120, a Planned Unit Development (PUD) application by KN St. John LP to <br /> construct ten new town homes, relocate one existing home and create one common <br /> area parcel located on an approximately 0.73-acre site at 536 and 550 St. John Street. <br /> On October 4, 2016, City Council approved PUD-120 and adopted Ordinance No. 2151. <br /> On November 7, 2017, the City Council approved the final map, improvement plans, <br /> and subdivision agreement for Tract 8326. <br /> DISCUSSION <br /> Construction of Subdivision Improvements <br /> The subdivision agreement provided for the construction of public utilities within the <br /> private streets, and construction of public improvements within St. John Street, to serve <br /> the ten new lots. <br /> Public Improvements <br /> The public improvements serving the ten new lots that will be operated and maintained <br /> by the City include: <br /> • A public sanitary sewer main, a public water main up to the water meters located <br /> within public right-of-way, dedicated public service easements and the private <br /> street (Wise Way); and <br /> • A public streetlight within the St. John Street right-of-way; and <br /> • A public storm drain system installed in St. John Street. <br /> Private Improvements <br /> The private improvements serving the ten new lots that will be operated and maintained <br /> by the homeowners association as provided for in the Declaration of Covenants, <br /> Conditions and Restrictions of Tract 8326 KN St. John Declaration of Restrictions <br /> (CC&Rs), which was recorded on December 13, 2017, in the official records of Alameda <br /> County (2017-273989) and the Stormwater Treatment Measures Inspection and <br /> Maintenance Agreement, which was recorded in the official records of Alameda County <br /> include: <br /> • The private streets (Wise Way) and the following improvements within this street: <br /> sidewalks, storm drain systems, streetlights, landscaping and irrigation, and <br /> related improvements; and <br /> • Six bio-retention areas located within Tract 8326; and <br /> • Mailboxes and their associated support structure located in St. John Street <br /> planter strip. <br /> Page 2 of 3 <br />
