BACKGROUND <br />City staff inspects the playground equipment annually in all 46 City parks to assess the <br />equipment's condition and maintenance needs. The evaluations are performed by the <br />Parks Division's certified playground safety inspectors. As part of the review, the <br />inspectors consider the physical condition and age of the equipment, safety and <br />accessibility concerns, and the availability of replacement parts. These inspections <br />determine which play equipment requires maintenance, and which play equipment <br />requires replacement. Based on the 2018/19 fiscal year evaluation, it was determined <br />that the two playgrounds (one for 2- to 5 -year-olds and the other for 5- to 12 -year-olds) <br />at Orloff Park were in the greatest need of replacement. These playgrounds were <br />installed over 18 years ago and City maintenance staff has experienced issues with <br />finding replacement parts. <br />Operation Services, Engineering, and Library and Recreation staff worked together to <br />advertise an RFQ seeking the professional services necessary to design and install the <br />needed playground renovations at Orloff Park. The RFQ was advertised on July 15, <br />2019. The City received SOQ packages from the following five firms on August 6, 2019: <br />• Miracle Playsystems <br />• MRC Recreation <br />• Park Planet <br />• Ross Recreation <br />• Specified Play Equipment Company (SPEC) <br />Upon review of the SOQ packages, the selection committee, consisting of <br />representatives from the Operations Services Department - Parks Division, the <br />Engineering Department - Landscape Architecture Division, and the Library and <br />Recreation Department — Recreation and Human Services Division, chose Park Planet <br />for the Orloff Park playground renovation. Park Planet's SOQ package presented a <br />clear concept for the playgrounds at Orloff Park, including play components new to <br />Pleasanton and fitting for the park. <br />City staff then convened an on-site meeting designed to solicit public input regarding the <br />proposed design as this input has proven to be a critical component of the playground <br />design process and contributes significantly to the ultimate success of a playground <br />renovation. The meeting was advertised by sending notifications to all property owners <br />and residents within 500 feet of Orloff Park, as well as posting on the social media <br />platforms NextDoor and Facebook. The notification was also posted on the City's <br />website. The meeting was held on Saturday, October 5, 2019, from 9-11 a.m.. City staff, <br />along with a representative from Park Planet, attended the meeting. Approximately 40 <br />residents attended the event, with approximately half of the attendees being children. <br />DISCUSSION <br />The initial conceptual plan prepared by Park Planet is depicted in Attachment 2. The <br />total cost of the playground renovation, as proposed in the concept and presented at the <br />public meeting, was approximately $275,000.
