<br />IV. OVERRIDING CONSIDERATIONS <br /> <br />After balancing the unavoidable significant and other adverse effects on the <br />environment and the benefits of the Project, the City Council finds that the following <br />economic, legal, social, technological and other benefits of the Project outweigh any <br />unavoidable significant effects on the environment: <br /> <br />I. The Bernal Property will be annexed into Pleasanton and will be developed <br />in conformity with Pleasanton's public purposes and policies, including Pleasanton's <br />growth management program, thereby allowing Pleasanton to manage development of the <br />Bernal Property within its urban growth boundary in a comprehensive fashion. <br /> <br />2. Pleasanton residents will enjoy the benefit of a l50-acre IS-hole public play <br />golf course in close proximity to Pleasanton's Civic Center and Main Street area. <br /> <br />3. 250 acres of the project site will be set aside in perpetuity for recreational, <br />institutional, public, and open space uses. <br /> <br />4. San Francisco will dedicate to Pleasanton 9.5 acres contiguous to the 20- <br />acre community park, which will allow expansion of the community park to nearly <br />30-acres for park and civic use. This 9.5 acre parcel has an estimated value in excess of <br />$S.O million. <br /> <br />5. San Francisco will sell to the Pleasanton Unified School District, at an <br />advantageous price, an expanded 11.2-acre elementary school site, and will rearrange the <br />Project's land use plan to allow the PUSD to acquire and develop the site in the most <br />timely and efficient manner. <br /> <br />6. San Francisco will pay PUSD's school fees in an amount greater than <br />required by state law. <br /> <br />7. San Francisco will dedicate $1,000,000.00 to open space preservation in <br />the Pleasanton ridge lands, such funds shall be distributed by a committee composed of the <br />City of Pleasanton and the East Bay Regional Park District. <br /> <br />8. San Francisco will continue and expand bicycle and pedestrian trails and <br />allow for the extension of regional trails. <br /> <br />9. San Francisco will pay for and/or finance regional and local infrastructure <br />projects of wide benefit to all of Pleasant on, including $14 million or more for the Bernal <br />AvenuelI-6S0 interchange, $700,000.00 for the new Bernal Bridge, other road <br />improvements as necessary to meet Pleasanton circulation and traffic polices, and <br /> <br />SF:FMP\AGR\WEX\61131664.2 <br />062499 <br /> <br />A-69 <br /> <br />WEX-660B3 <br />
