<br />Facts in SUDDort ofFindiDlz: The following facts demonstrate that it is Dot feasible to <br />mitigate the impact to a less than significant level. <br /> <br />a. Master PUD Condition 64 requires that the Project comply with the City of <br />Pleasanton's Transportation Systems Management (TSM) program. The September 1998 <br />Specific Plan (Air Quality Policy 1) encourages "natural gas fireplaces, fireplace inserts, <br />and certified wood stoves to reduce fireplace emissions. Wood-burning fireplaces shall be <br />limited to 1 per dwelling unit." Thus, feasible mitigation measures have been incorporated <br />into the Project. <br /> <br />b. The September 1998 Specific Plan (Land Use Element) encourages the <br />siting of commercial! office uses proximate to regional transportation systems, as well as to <br />neighborhood and community residents, in order to provide employment opportunities <br />that can reduce regional and local traffic impacts. The circulation pattern and street <br />design emphasize the pedestrian by providing an inter-connected pattern of streets, trails, <br />and walkways that provide for a variety of alternative modes of travel. <br /> <br />c. Given the level of development and associated traffic generation under <br />each alternative, except the No Project Alternative, the contribution to regional emissions <br />would be similar to the project. The No Project Alternative is rejected because it would <br />not meet any of the Project Sponsor's objectives nor would it fulfill any of the City's <br />objectives for this site, including provision of additional housing, open space and public <br />improvements. <br /> <br />d. Pleasanton adopted a finding of overriding consideration in approving its <br />1996 General Plan for air quality impacts. The Project is consistent with the growth <br />contemplated at that time. <br /> <br />D. NOISE <br /> <br />1. ImDact LIa(1). Proposed residential development on the West Parcel north of the <br />1-680 overcrossing of the Pleasanton Avenue extension would be exposed to a Ldn of <br />greater than 60 dB. <br /> <br />MitilZation Measures: <br />Measure Lla(l). Increase the height or shift the location of the proposed bennlsoundwall <br />combinations. <br /> <br />Measure Llc(3).
