EXHIBIT A FINDINGS RELATED TO ENVIRONMENTAL REVIEW AND PROJECT APPROVAL BERNAL PROPERTY CITY OF PLEASANTON PROJECT No. SP-95-02 SPECIFIC PLAN, DEVEWPMENT AGREEMENT, PREZONING AND OTHER RELATED ACTIONS Approved by the City of Pleasant on City Council, by Resolution R-98-_ ,1999 I. INTRODUCTION The Draft EIR analyzed four alternative plans: the Cooperative Plan, the Preferred Plan, the No Golf Course Plan, the Alameda County Specific Plan. Following publication of the Draft EIR, the Preferred Plan was refined as reflected in the June 1997 Draft Specific Plan. In response to environmental analyses and planning concerns, the Draft Specific Plan was further revised and the September 1998 Specific Plan contains these revisions, including many of the Draft EIR Site Plan Options. The Final EIR and these findings address the impacts of the September 1998 Specific Plan. II. IMPACTS FOUND TO BE MITIGATED TO A LESS THAN SIGNIFICANT LEVEL These findings identify those impacts that, with mitigation determined to be feasible, can be reduced to a less than significant level. A. LAND USE 1. Imoact A 1. Potential for conflict between off-site land uses and on-site land uses. Mitil!ation Measures: Measure Ala. Apply appropriate City land use regulations and development controls to minimize potential conflicts. Measure Al b. Require that developers of residential property east of Case A venue or its southerly extension include disclosure of nearby uses in their sales and contract materials. Measure Alc. Along the eastern perimeter of the project site south of Junipero Avenue, incorporate into the plan measures to accomplish visual separation between uses on the East Parcel and uses beyond, including uses in the Alameda County Transportation Corridor site and industrial uses farther east.
