<br />Findine: Changes or alterations have been required in, or incorporated into, the project <br />which avoid or substantially lessen the significant environmental effect identified in the <br />Final EIR to a less than significant level. <br /> <br />Facts in Sunoort ofFindine: The impact will be avoided or reduced based on the <br />following: <br /> <br />a. Site investigations and reviews of soil and ground water test results <br />indicate no substantial evidence of significant hazardous waste contamination at the site. <br />Compliance with existing Federal and State regulations, and with the policies and <br />programs set forth in the Pleasanton General Plan, will minimize the risk of future <br />contamination resulting from land use activities on the site. The Findings under Impact C4 <br />are incorporated by reference. <br /> <br />b. Policies guiding golf course development within the September 1998 <br />Specific Plan require preparation of a golf course water quality management program that <br />includes "best management practice" standards for the use and storage of fertilizers, <br />herbicides and other chemicals. <br /> <br />c. Conditions 31 and 82c of the Master PUD also call for preparation of a <br />Water Quality Management Program for the golf course, which will include performance <br />and monitoring criteria determined by water quality experts to reduce or avoid this <br />potential impact. <br /> <br />o. GEOLOGY, SOILS, AND SEISMIC SAFETY <br /> <br />1. Imnact 02. Material transfer requirements of the grading program result in <br />potential impacts on traffic, roads, and air quality during construction. <br /> <br />Mitieation Measures: <br />Measure Q2a. Prior to the issuance of any building, grading, or demolition permit, the <br />applicant shall prepare for approval by the City of Pleasant on a Construction Phasing and <br />Management Plan. (Same as Measure J8.) <br /> <br />Measure Q2b. In the specific plan and as a condition of approval for development, require <br />dust control during all phases of construction.
