The Land Use Element of the September 1998 Specific Plan includes <br />policies regulating golf course development and environmental considerations. Guideline <br />2.6 requires a golf course water quality management program be prepared that includes <br />"best management practices" standards for the use and storage of fertilizers, herbicides <br />and other chemicals. In addition, the Public Facilities and Services Element contains <br />Storm Drainage Management policies which also require preparation of a water quality <br />management plan for the golf course, driving range and parks that includes standards for <br />use and storage of fertilizers, herbicides and other chemicals. <br /> <br />b. Master PUD Conditions 31 and 82 require, prior to approval of the Golf <br />Course PUD, a Water Quality Management program be prepared for the golf course. The <br />plan must include best management practice standards for use and storage of fertilizers. <br />herbicides and other chemicals at the golf course and driving range. <br /> <br />5. Master PUD Conditions 50f and 102 require that the Property Owner <br />conduct a red-tailed hawk nest survey prior to any grading activity in the southem half of <br />the Western Area. If red-tailed hawk nesting is occurring during the time grading activity <br />will occur, improvements in the vicinity of the nest should be coordinated with <br />representatives of the Califomia Department ofFish and Game to minimize disturbance <br />and possible loss of the active nest during the nesting time. These conditions call for <br />establishment of a buffer area around the nesting site within which certain disruptive <br />activities (grading, construction, regional trails, irrigated areas of the golf course) are <br />restricted.
