He also mentioned that 63 percent of Pleasanton voters <br /> supported the project and noted the amount of new General Fund revenues realized from the <br /> project which benefits the City, the school district and schools and the JDEDZ as well as the <br /> overall economic benefits and jobs to the entire community. <br /> Chair of the Pleasanton Economic Vitality Committee Christina Nystrom Montha spoke in <br /> support of the proposed project and echoed comments from Mr. Van Dorn regarding benefits <br /> to small businesses, the City, schools, residents, and the Johnson Drive Economic <br /> Development Zone (JDEDZ). She spoke about the community's vote on the project and asked <br /> that the project move forward. <br /> THE PUBLIC HEARING WAS CLOSED <br /> Chair Allen suggested Mr. Jarvis address the public comments received. <br /> Mr. Jarvis spoke in regard to the public comments received and disagreed with the comments <br /> made that their analysis was inadequate. <br /> Chair Allen referred to a letter received by Mark Wolfe on behalf of M.R. Wolfe & Associates, <br /> P.C., and referenced Comment 3.6 which pointed out that projects under construction and <br /> approved had not been included in the subsequent analysis of the cumulative air quality <br /> information. <br /> Mr. Jarvis referred to ESA's extensive Response to Comments document which contains <br /> analysis on air quality which takes into account cumulative development and that assumes <br /> there will be continuing development. <br /> Commissioner Pace inquired how the models are created and how exceptions are generated <br /> in order to account for exceptions and monitoring for air quality based upon growth. <br /> Mr. Jarvis responded that all situations were accounted for and taken into consideration when <br /> developing the analysis. Some projects in the General Plan are not far enough along in the <br /> development process to be accounted for and he spoke about two projects taking place in the <br /> neighboring City of Dublin. <br /> Commissioner Pace asked and confirmed that the analysis relied upon are part of the General <br /> Plan for the City of Dublin and the City of Pleasanton and the model uses those as the primary <br /> input for the assessment conducted. <br /> Chair Allen referred to the next item referenced in the correspondence as to health risk and the <br /> response that because other projects are beyond 1,000 feet from the project site, they are <br /> Planning Commission Minutes Page 5 of 9 December 11, 2019 <br />anned Unit Development— Hillside <br /> Residential/Open Space (PUD-HR/OS) District <br /> MEETING OPEN TO THE PUBLIC <br /> 3.
