• Under future conditions, both with and without the project, level of service (LOS) at <br /> the various study intersections would worsen, but, in the near term, all of the study <br /> intersections would continue to operate at an acceptable Level of Service (LOS)3. <br /> • Under long-term, cumulative conditions, the TIA found the southbound approach <br /> (Larkspur Landing) of the unsignalized intersection at Owens Drive and the Larkspur <br /> Landing driveway would deteriorate from LOS E to LOS F with the addition of the <br /> project trips during both the AM and PM peak hours. <br /> • The volume of vehicles exiting Johnson Court to make a U-turn at the Larkspur <br /> Landing driveway intersection to get back to Hopyard Road could, at times, be large <br /> enough that it could lead to increased queue lengths and limit the ability for vehicles <br /> trying to exit the western driveway in a timely manner. <br /> To address the above impacts, the project has been conditioned to: <br /> • Construct a raised channel median at the intersection of Owens Drive and the <br /> Larkspur Landing Hotel driveway to prevent left turn movements from both the <br /> Larkspur Landing Hotel driveway on the north side of Owens Drive, and the Tommy <br /> T's driveway on the south side of Owens Drive (see Figure 9). (Left turns into the <br /> Tommy T's driveway would still be permitted.) <br /> • Pay into the Traffic Impact Fund (TIF) to cover the City's expenses for any signal <br /> timing changes in the immediate vicinity as deemed necessary by the City's Traffic <br /> Engineer. <br /> • Install ADA compliant ramps on both sides of Johnson Court and install a crosswalk. <br /> • Limit the total amount of all restaurant uses to a maximum of 3,349 square feet. Any <br /> additional restaurant uses beyond the 3,349-square-foot limit shall require additional <br /> on-site or off-site parking to be provided and shall be subject to review and approval <br /> by the Planning Division and City Traffic Engineer. <br /> All TIA mitigations have been incorporated into the recommended COA's for the <br /> proposed project. <br /> Based on the analysis above, in addition to the TIA-recommended mitigations, staff's <br /> recommendation to the Planning Commission included that the allowable use table <br /> make a distinction between "restaurants and catering establishments" and "coffee, <br /> bagel and donut shops," and that a CUP be required for this latter use (see Condition of <br /> Approval No.8.). Because coffee, bagel and donut shops have a significantly higher AM <br /> trip generation rate, which was not a use analyzed in the TIA, requiring a CUP would <br /> s As summarized in the supplemental memorandum,the addition of project trips would be equivalent to four new <br /> vehicles arriving at each cycle of the traffic signals at Hopyard Road and Owens Drive. In the view of the City's <br /> Traffic Engineer,this change would not result in a measurable difference in operations at the signal.
