Resolution No. PC-2019-30 <br /> Page Eleven <br /> receptacles shall be located on paved surfaces in locations where they do not <br /> conflict with landscape maintenance. <br /> • No materials, supplies, equipment, service vehicles, finished or semi-finished <br /> products, raw materials, or articles of similar nature may be stored or permitted to <br /> remain outside of buildings or be visible from adjacent properties or adjoining <br /> streets. <br /> Parking <br /> • All private driveways, parking areas, and loading areas will be paved in <br /> accordance with City standards. Parking areas must be paved with asphalt, <br /> concrete, masonry pavers, or similar material approved by the City. Surface <br /> parking areas shall not be permitted closer than 10 feet from side or an average <br /> of 15 feet (5-foot minimum) from rear property lines. Where parking areas will be <br /> contiguous and accessible to parking on adjacent lot(s), the parking may extend <br /> to the property line if part of a unified project. Visual screening must be provided <br /> for parking areas that can be viewed from adjacent development sites or from off- <br /> site public spaces such as streets, plazas, and walkways. All parking area <br /> layouts for the project area shall comply with City parking development <br /> standards. <br /> • Parking areas should be designed to: <br /> o Provide safe and convenient movement of motor vehicles <br /> o Limit vehicular/pedestrian conflicts <br /> o Limit paved areas <br /> o Provide for screening of paved areas <br /> o Soften the visual impact of parking areas by providing interior planting <br /> • Where opportunities exist for shared parking between users with staggered peak <br /> parking demands, owners and developers shall make every possible effort to <br /> take advantage of this opportunity to reduce the total number of parking spaces <br /> within each site or parcel. Where shared parking is intended, the analysis of <br /> parking criteria shall be submitted to the City as part of the design review <br /> process. <br /> • Compact car parking requirements shall conform to City requirements. Up to 40 <br /> percent of the required off-street parking spaces may be compact. <br /> • Parking structures are allowed but must be architecturally compatible with <br /> proposed buildings and the material finish must be the same as, or architecturally <br /> complimentary to, the exterior of buildings on the site. Placement of parking <br /> structures along site frontages is discouraged. <br /> • Accessible parking spaces and location shall conform to the latest Americans <br /> with Disabilities Act (ADA) requirements in addition to the City's accessible <br /> parking space requirements. In case of conflict, the more restrictive provisions <br /> shall govern. <br /> • Each project shall provide motorcycle parking to the satisfaction of the Director of <br /> Community Development. Motorcycle parking should be consolidated and <br /> segregated from automobile parking and must have concrete pavement surfaces <br /> to support motorcycle kickstands. Motorcycle stalls should be a minimum of 4 <br /> feet by 8 feet and clearly marked. <br /><br /> for effective litter control. Where possible, they should be grouped with other site <br /> furnishings and placed adjacent to pedestrian pathways.
