I. General Information <br />The Eastern Alameda County 2011 Human Services Needs Assessment <br />specifically addresses the need for increased behavioral health care services <br />for the Tri -Valley area. Stakeholders reported that behavioral health is one of <br />the greatest health concerns in Eastern Alameda County. There are <br />significant barriers that exist regarding accessing services; such as the cost of <br />service, a shortage of qualified mental health clinicians, the limited number of <br />clinics/clinicians who offer services on a sliding scale, and the shortage of <br />clinicians who speak the primary languages of our region's residents. <br />The City of Pleasanton's Library and Recreation Department staffs a Human <br />Services Commission that is responsible for advising the City Council on both <br />the human service needs of the community and the methods for meeting <br />these needs. Emphasis is given to the human services needs of underserved <br />residents, along with the elderly and youth of the community. The <br />commission makes funding recommendations to the Pleasanton City Council, <br />to address the human service needs of the community. <br />This request for proposal is in response to the Human Services Commission <br />Strategic Plan: Strategic Action Item #1: Revise Human Services Commission <br />Grant -making Protocols/RFPs including exploration of multi-year contracts <br />with core safety -net service providers. This multi-year agreement is intended <br />to provide longer term financial stability to an organization(s) meeting the <br />identified critical human service needs in the Tri -Valley. <br />This multi-year service agreement will specifically address health care and <br />behavioral health. <br />II. Scope of Services <br />The City of Pleasanton Human Services Needs Assessment Updated <br />Strategic Plan 2018-2022 defines service gaps and priorities related to <br />behavioral health: <br />o School Services: Normalizing mental health; mental health services <br />outside of school day; individual, group and family therapy options in <br />Pleasanton; priority funding for schools. <br />o Prevention: Screening and assessments; cultural needs; psychological <br />testing; parenting classes; proactive education for middle school and high <br />school classes. <br />o Care Coordination: Between agencies and service providers; crisis <br />response. <br />
