BACKGROUND <br />On August 8, 2018, the Human Services Commission approved the strategic action to <br />Revise Human Services Commission Grant -making Protocols/RFQs including <br />exploration of multi-year contracts with core safety -net service providers. <br />The Human Services Commission, through the City of Pleasanton Human Services <br />Needs Assessment Updated Strategic Plan 2018-2022, reaffirmed eight, most critical <br />human service needs specific to Pleasanton: <br />• Healthcare and Behavioral Health <br />• Disability Services and Access <br />• Food and Nutrition <br />• Youth Services <br />• Senior Services <br />• Homelessness in the Tri -Valley <br />• Workforce Development/Unemployment <br />• Service Provider Critical Initiatives <br />On August 7, 2019 the Human Services Commission recommended that health care <br />and behavioral health be the focused need to address through an RFQ process. At the <br />same meeting the commission recommended an annual amount of $35,000 be set <br />aside from the HHSG process for this RFQ process. Given this recommendation, staff <br />has developed an RFQ (attachment 1) for commission review and approval. <br />The commission has consistently funded Tri -Valley organizations for health care and <br />behavioral health services which, through the current grant process, they must apply for <br />annually. This practice creates uncertainty for long-term strategic planning and decision <br />making for critical human service needs. A goal of this RFQ is to help stabilize funding <br />for Tri -Valley health care and behavioral health services and allow organization(s) to <br />make longer-term strategic plans and decisions through an annual City contribution. <br />Funding will be drawn from the existing HHSG program. The RFQ approach would be <br />structured as an initial two-year agreement with an option to renew up to five years. <br />DISCUSSION <br />This RFQ process is designed to align with some of the HHSG Program funding dates. <br />The RFQ will be released on January 2, 2020 and responses must be submitted by <br />February 14, 2020. This timeline will enable interested Tri -Valley service providers to <br />submit for the RFQ and the HHSG program. This timeline will also allow staff to take the <br />Housing and Human Services, Community Grants and RFQ recipient(s) to the City <br />Council as part of the annual grant program agenda report in May. <br />In order to secure the commission recommended amount of $35,000 for the annual <br />RFQ process staff will reserve funds from the HHSG Program. <br />Page 2 of 3 <br />
