The City will continue monitoring and advocacy efforts on these bills. <br /> Two-year housing-related bills of concern include SB50 (Weiner) which proposes to <br /> override local zoning to allow for substantial increases in height and density around <br /> transit, and relaxation of parking and other standards (City position: Oppose unless <br /> amended); and SB4 (McGuire) which proposes additional streamlining and approval of <br /> certain housing projects "as of right" (City Position: Oppose unless amended). <br /> Non-housing related bills the City will continue to monitor and advocate around, include <br /> SB 332 (Hertzberg), related to required reductions in wastewater discharges (City <br /> position: Oppose); and AB1080 (Gonzales) /SB 54 (Allen), the California Circular <br /> Economy and Plastic Pollution Reduction Act (City position: Support). <br /> In addition to these two-year bills, new legislation that may come forward in the 2020 <br /> legislative session is likely to include: <br /> • Additional housing-related legislation <br /> • Developer impact fee review <br /> • Emergency preparedness - PG&E — PSPS impacts, wildfire impacts <br /> • Proposition 13 reform <br /> Staff will continue to work with Townsend Public Affairs to closely monitor State <br /> legislative activity, and to submit letters and testimony on behalf of the City for all bills <br /> on which the City Council has established a position. In doing so, Pleasanton will <br /> continue to work in partnership with the Tri-Valley Cities, League of California Cities, <br /> and our State representatives to identify opportunities for collaboration. <br /> Page 6 of 7 <br />
