this situation to be corrected, staff recommends the City Council approve the requested <br /> water connection and authorize the City Manager to execute a preannexation agreement <br /> with the property owners. The draft preannexation agreement (Attachment 1) includes <br /> language requiring the property owners to consent to future annexation of the subject <br /> property to the City at such time as the City so requires; to pay all applicable fees <br /> associated with the requested water service connection; make the water connection per <br /> City standards; and other standard provisions. If the Council approves the requested <br /> water service connection, a party - the City, the County or the property owners — will <br /> make an application to LAFCo.
