Las Positas Boulevard was approved, which addressed concerns by the adjacent church <br />property. Demolition of the current auto shop and construction of a new car wash is included in <br />the redevelopment project. Also discussed at the meeting was the PFAS detected in the City's <br />water system, noting that information about PFAS is in the recent Pleasanton Progress <br />newsletter and in a mailer sent to all City of Pleasanton water customers. <br />Councilmember Narum added that items expected to return to Council soon are the Johnson <br />Drive Economic Development Zone, as well as consideration to restart planning East <br />Pleasanton; public input will be sought. She concluded her report by referencing the business <br />anniversary recognition ceremony as a feel good, well received event by the community. <br />Discussion Regarding Local Business Support Program and Options to Amend <br />Pleasanton Municipal Code <br />Assistant City Attorney Larissa Seto gave an overview of options for a local preference <br />component of the Coordinated Business Support program that's intended to improve and <br />stimulate the local economic vitality and keep a portion of the sales tax within the local <br />economy. <br />Potential drawbacks include increased costs to the City when the City must pay a higher actual <br />bid amount in some cases of local bidding advantage. Additionally, fewer companies may <br />submit bids if they do not perceive the local consideration is fair. <br />She shared the results of a survey of nine other local cities, that ranged from local preference if <br />there is a tie in the bid amounts to local preference via bidding advantage (percentage), <br />offering examples of their bidding advantage programs. Danville, Dublin and Fremont provide <br />a local preference if there is a tie and bids are otherwise equal. Fremont, Oakland and Tracy <br />provide a bidding advantage to the local vendor ranging from 2.5% - 10% with maximum dollar <br />amounts ranging from $3,000, $5,000, or unlimited. Fremont was the only city out of the 9 <br />surveyed that provides a local preference for both tie and bidding. <br />Options presented to EVC members for a local preference policy in Pleasanton were: <br />• Local Preference if Tie — For the purchase of supplies and equipment, if two or more <br />bids are received from bidders or vendors for the same total amount or unit price and <br />with generally equivalent qualifications, preference shall be given to the city -based <br />vendor with a current City of Pleasanton business license. <br />• Bidding Advantage — When calculating bids from bidders or vendors, the City shall <br />deduct X percent from the total bid of any city -based vendor, except that the amount of <br />the local preference deduction shall not exceed X dollar amount for any single purchase <br />order or contract. <br />For both options, City Council and/or City Manager may waive the preference based on <br />insufficient qualifications, quality or experience, or in the event of an emergency. <br />EVC member questions and comments included: <br />• How was the maximum dollar amount for the bidding advantage in the other cities <br />determined? <br />The amount is set based on the economic state of the community and tailored to <br />the local economic criteria. <br />0 What volume of contracts would the local preference apply to on a yearly basis? <br />
