although it may be accomplished in conjunction with Operation Services and one of <br /> their on-call contractors. <br /> Bids <br /> Sealed bids for this project were opened on October 15, 2019. A total of eight bids were <br /> received, ranging from $823,000 to $1,215,000. The advertised construction cost <br /> estimate was $1.1 million (see Attachment 5). <br /> The lowest responsible bid was received from CWS Construction Group, Inc. of Novato, <br /> California, in the amount of $823,000. All bid documents were found to be in order and <br /> past work performed by CWS Construction Group, Inc. was verified to be satisfactory. <br /> Staff recommends award of the construction contract to CWS Construction Group, Inc. <br /> Budget <br /> Attachment 1 includes all expenses to date on this project as well as all anticipated <br /> expenses to complete the work; the anticipated expenses included with this construction <br /> award, as well as project expenses outside this award — such as furniture, fixtures and <br /> equipment. Also shown on Attachment 1 is the amount budgeted to complete the total <br /> project. There is adequate funding available within the project budget. Due to the <br /> construction bid amount and other expenses currently anticipated, a surplus project <br /> budget of$97,150 should remain at project completion. <br /> Schedule <br /> It is anticipated that the contractor will start work on this project in early January 2020, <br /> although discussion is under way to determine the feasibility of performing the <br /> necessary demolition work during the period of lower library use over the upcoming <br /> holidays. The actual start date will be dependent on when staff utilizing the planned <br /> construction area can relocate to temporary spaces in the library's large meeting room, <br /> and all stored items and personal property can be moved out of the construction work <br /> area. The library will remain open, with normal operating hours throughout the <br /> construction. The plans require temporary walls be constructed between the work area <br /> and the rest of the library to prevent the construction impacts such as noise, dust, etc. <br /> from interfering with library use as much as possible. The contractor will access the job <br /> site through the library's side doors. <br /> The proposed schedule for the project is as follows: <br /> Approval of Plans and Specifications/Award of Contract November 5, 2019 <br /> Relocate staff and empty work area By December 31, 2019 <br /> Start of Construction January 2020 <br /> End of Construction May 2020 <br /> Install Furniture and Move-in By June 1, 2020 <br /> Page 4 of 5 <br />
