Commissioner Jellison questioned whether Ms. Chen felt there was anything additional that the City or the Commission could have done differently to help and assist her as the Teen Poet Laureate. Ms. Chen felt everything had been provided superbly and assistance was provided whenever necessary. 3. Public Comment from the audience regarding items not listed on the agenda None. MATTERS BEFORE THE COMMISSION 4.- Review and Discuss the Library and Recreation Department Strategic Plan 2019-2024 Ms. Whitney advised that with the direction and support of Management Partners, the Library and- Recreation Department had spent the past year working to create.a strategic plan.that will guide programs and. services for the department for the next five years. She. noted that input for the strategic plan was received by City Management, Library and Recreation staff, and surveys conducted with the community. Commissioners were provided an overview of the Strategic Plan that included information on the following sections: • Mission - Start your journey here; Discover, Connect, Enjoy • Vision — Inspiring a.vibrant community • Values — Integrity,. Collaboration, Customer Service, Inclusiveness, Innovations • Goals — a) Programs, Plans and Services, b) Community Engagement, Customer Service and Communication, c) Facilities and Technology, and d) Organizational Effectiveness and Talent Management. Ms. Whitney noted that these sections will be the guiding principle of the document for the new combined Library and Recreation Department: Commissioner Nene indicated that is already seeing segments of the strategic plan in the new Activities Guides. Ms. Whitney commented on involvement of staff in meeting activities and goals of the plan .and importance of following the goals and trying to make this a living document. Commissioner Nene discussed with Ms. Whitney the recent change that removes library fines. Commissioner Casey asked about plans for providing periodic strategic plan updates to determine if objectives are being met. Ms. Whitney indicated that identifying achieved goals could be done through results of activities_. Commissioner Casey agreed, but felt learning about achieved businessactivities would also be helpful, i.e. 1) annual operating plan, 2) a 3- 5 -year outlook, and c) determining next steps.
