She stated that gun ranges fall into a completely separate land <br /> use category. <br /> Commissioner Pace inquired whether the distinction between uses related to guns versus <br /> axe-throwing is a statute or whether it is under the Pleasanton Municipal Code (PMC). <br /> Ms. Hagen responded that it is not a statute but is rather based upon the PMC and explained <br /> that within the code one of the distinct categories is bowling alleys, pool halls, indoor bocce <br /> courts and other similar uses. There is a separate and distinct category for indoor gun ranges. <br /> Commissioner Brown referred to the comment that there is one employee responsible for <br /> supervising each 75-90-minute session. He asked if this meant the employee would stay to <br /> supervise play for the entire session or were employees free to come and go. <br /> Ms. Hagen said employees will be assigned to that lane for the entire hour, but the applicant <br /> could provide additional information on this. <br /> Commissioner Ritter commented that axe throwing is becoming more popular for corporate <br /> outings throughout the United States, and he asked if there were any negative impacts <br /> reported that were associated with it. <br /> Ms. Hagen stated staff has researched the activity on the internet as well as the two Bay Area <br /> locations and they could not find anything negative reported. <br /> Commissioner Pace asked if there was a precedent set at the state-level to regulate these <br /> types of applications and he asked how other municipalities have treated this type of <br /> application. <br /> Ms. Hagen stated she was not aware of any state regulations or details of how other cities <br /> have regulated this type of use. <br /> Acting Community Development Director Brian Dolan spoke to the fact that this is a new and <br /> emerging trend which might not be seen in most jurisdictions. He relayed an example of the <br /> same operation in Atlantic City in which his son had experienced and he thought it was a safe <br /> and fun activity. However, he did not believe the municipal codes have caught up with the <br /> trend, whereas gun ranges have existed for a long time. <br /> Commissioner Brown inquired about other options in the code that could lead to different <br /> interpretations to classify this use as other than what it's been deemed. <br /> Ms. Hagen responded that in this particular zoning district, the classification options that were <br /> considered were an indoor recreational facility which would require a Minor Conditional Use <br /> Permit (MCUP) or a bowling alleys, pool halls, indoor bocce courts and other similar uses <br /> which require a Conditional Use Permit (CUP). Staff believes it is more similar to a bowling <br /> alleys, pool halls, or indoor bocce court which was the more conservative approach. <br /> Commissioner Balch inquired whether staff reached out to other neighboring municipalities that <br /> allow this use. <br /> Planning Commission Minutes Page 3 of 9 August 14, 2019 <br />
