Downtown Specific Plan <br />Update <br />P18-0050 <br />Simon Property Group <br />Jennifer Hagen/Steve Otto <br />Other <br />The Downtown Specific Plan was adopted in 2002, and serves as a guide for the future <br />development and preservation of the downtown area, addressing issues such as land use, <br />transportation, parking, historic preservation, design and beautification, and economic <br />vitality. City Council has identified updating the Downtown Specific Plan as a priority, <br />has approved a scope of work and professional services contract, and has confirmed a 10 - <br />member Task Force to guide this process. The Task Force has met regularly since <br />January 2017 to discuss existing conditions, opportunities and constraints, and consider <br />land use and policy options for various parts of the Specific Plan Area, including the <br />current Civic Center site. <br />• Status Under Review <br />• Next Steps/Details: The City Council adopted the updated Downtown Specific <br />Plan at its August 20, 2019, meeting. A revised version of <br />the plan will be posted online once changes directed by <br />the City Council are finalized. <br />• Applicant: City of Pleasanton <br />• Staff Contact(s): Shweta Bonn <br />39. Johnson Drive Economic I Commercial <br />Development Zone <br />(JDEDZ) <br />The Johnson Drive Economic Development Zone is currently the subject of a lawsuit. <br />The Petitioner in this lawsuit alleges that the air quality analysis contained in the <br />Supplemental Environmental Impact Report for the JDEDZ was incomplete. The <br />Petitioner also alleges that the economic analysis for the project should have been <br />recirculated for public review. Given the inherent delay associated with litigation <br />involving the California Environmental Quality Act, the City has agreed to set aside the <br />approvals so that supplemental environmental review can take place. Once this <br />supplemental environmental review is complete, additional public comment will occur, <br />and the City Council will consider reapproving the project. Although this project has <br />already been subject to extensive environmental review, the City believes that this is the <br />most effective way to provide the public and public officials with information and allow <br />for reconsideration of the project. Costco is in support of this approach and is a signatory <br />to the stipulation. <br />• Status Under Review <br />• Next Steps/Details: The City has completed and recirculated supplemental air <br />quailty analysis as of July 10, 2019.
