I believe you have had some previous email exchanges with staff and we <br /> appreciate the continued outreach <br /> Your email included several questions and thoughts and I will do my best to try to address as many <br /> as possible. <br /> First, we will be bringing an informational report to City Council in October that outlines the use of <br /> the Expedited Speed Lump Program for Concord Street(and Touriga Drive).The Expedited Speed <br /> Lump Program was adopted by City Council in 2017 to provide a quicker response to concerns of <br /> speeding in neighborhoods.The City also has a Neighborhood Traffic Calming Program, but the <br /> funding through this program allows just 1 neighborhood per year to enter the program.The <br /> Expedited Speed Lump Program provides the opportunity of neighborhoods to have speed lumps <br /> installed without the formal steering committee and City Council process and several neighborhoods <br /> are able to go through the process in a single year. <br /> The Expedited Speed Lump Program is a petition process where residents can collect the necessary <br /> signatures to have speed lumps installed on their street.There are some conditions on the petition <br /> that include the requirement that 67%of residents within 500 feet of the proposed speed lump sign <br /> the petition and a second condition that 100%of the residents directly fronting the installation <br /> location support the installation. <br /> Concord Street residents circulated the petition over the summer and collected the necessary 67% <br /> of residents signatures and the 100%support at the proposed locations. <br /> Your email mentioned that perhaps we are going too fast for this installation, but the speed and <br /> efficiency of the program is one if its core principles.The City did hold two neighborhood public <br /> meetings and 4 steering committee meetings, although those meetings were not a requirement of <br /> the Expedited Speed Lump Program.The initial meeting held in April of 2019 was to gather <br /> information from residents and parents on their transportation related concerns around Vintage <br /> Hills Elementary School.The 4 follow up steering committee meetings were to develop <br /> comprehensive plans to address the concerns expressed at the April meeting.The most recent <br /> neighborhood public meeting held in August of 2019 shared the steering committees <br /> comprehensive plan with the neighborhood and was used to receive additional feedback. <br /> At this most recent meeting we heard from a number of residents (30-40 in attendance).The <br /> majority were in favor of the plan, although we did hear from 1 resident that was in attendance that <br /> he didn't really like the speed lumps (but was OK with the other elements presented) and we <br />
