DISCUSSION <br /> Touriga Drive <br /> In early 2019, residents of Touriga Drive expressed continued concerns of speeding <br /> between Chablis Court and Palomino Drive. The residents believed that enough <br /> neighborhood support for speed lumps existed to allow for the Expedited Speed Lump <br /> Program to be implemented. <br /> Speeds were measured and found to be higher than the average residential streets and <br /> an Expedited Speed Lump Petition was created for Touriga Drive. The petition included <br /> three speed lumps between Chablis Court and Palomino Drive (see Attachment 1 for <br /> map). <br /> Collected signatures show a strong majority (72%) of the residents support the speed <br /> lump installation. Additionally, all of the property owners adjacent to the speed lump <br /> locations support the installation. <br /> Concord Street <br /> Concord Street residents approached the City Council in April of 2019 with several <br /> concerns regarding Vintage Hills Elementary School traffic circulation. Staff held a <br /> neighborhood meeting in April 2019 to hear the residents' concerns and better <br /> understand the specific nature of those concerns. Mailers were sent to the homes on <br /> Concord Drive to inform residents of the meeting, and signs were placed on both ends <br /> of Concord Street to provide notification to the parents and guardians driving to and <br /> from the school. Approximately 40 residents attended this initial meeting. <br /> While concerns were primarily school-related, several of the residents on Concord <br /> expressed concerns of high speed at all times of the day. Two Residential Steering <br /> Committees were created to develop draft circulation plans. One steering committee <br /> was focused on school-related issues (Vintage Hills Steering Committee) and was <br /> comprised of residents within the Vintage Hills Elementary boundaries, and the other <br /> steering committee (Concord Street Steering Committee) was focused on non-school <br /> circulation issues on Concord Street. <br /> The steering committees each met two times and developed draft solutions. The <br /> Concord Street Steering Committee elected to include speed lumps. Collected <br /> signatures show a strong majority (78%) of the residents support the speed lump <br /> installation. Additionally, all of the property owners adjacent to the speed lump locations <br /> (shown on Attachment 2) support the installation. <br /> A final neighborhood meeting was held in August 2019 to share the draft plans created <br /> by the steering committees and receive feedback on the plans. The advertisement of <br /> this meeting used the same process as the earlier neighborhood meeting (mailers <br /> combined with signs on Concord Street to inform residents of the meeting). At this most <br /> recent meeting there were 30-40 residents in attendance and most spoke about the <br /> plans. Nearly all of the residents in attendance were in favor of the plan, with only one <br /> resident in attendance stating they did not like the speed lumps (but they were fine with <br /> Page 3 of 4 <br />
