In response to Councilmember Brown's inquiry regarding the addition of Irby Ranch to the DSP, Senior <br /> Planner Bonn advised the boundary of the DSP currently bisects the Irby property, the direction from <br /> Council was to incorporate the property in its entirety. <br /> In response to Councilmember Brown's inquiry regarding residential behind a commercial property, <br /> Planning Manager Clark advised the requirement is that there be a minimum of 50 feet of commercial <br /> frontage of the building itself for a residential be considered behind a commercial property. <br /> In response to Councilmember Brown's inquiry regarding stories, Planning Manager Clark advised the <br /> DSP is missing the clear definition of a "story" regarding residential and commercial buildings and <br /> needs further clarification and Council approval. <br /> In response to Councilmember Narum's inquiry regarding the current height limit of Main Street, <br /> Planning Manager Clark advised the current height limit is 40 feet and will remain that way in the DSP. <br /> In response to Councilmember Narum's inquiry regarding tobacco stores, Planning Manager Clark <br /> advised that new tobacco stores could be prohibited by Council direction. <br /> Councilmember Narum encouraged changing the wording regarding corner properties to ensure that <br /> residential use will not be allowed on the ground floor. <br /> In response to Councilmember Narum's inquiry regarding a gateway for First and Bernal, Planning <br /> Manager Clark advised that gateway will be added back to the list. <br /> Councilmember Narum expressed concerned from residents regarding parking spaces in the DSP. City <br /> Manager Fialho advised that the parking corridor is the primary parking solution. <br /> In response to Councilmember Narum's inquiry regarding the Barone's property, Planning Manager <br /> Clark clarified the property can be Mixed-use-Transitional or Commercial with a PUD but cannot be <br /> 100% residential. <br /> In response to Mayor Thorne's inquiry, Acting Director of Community Development Dolan advised that <br /> underground parking will need to be addressed and clarified <br /> Mayor Thorne opened the public hearing. <br /> Jan Batcheller, DSP Task Force Member, encouraged Council to approve the EIR adjustments <br /> recommended by the Task Force at the February meeting. She expressed concern regarding the <br /> flawed process of the DSP. She also expressed concern regarding false information provided to the <br /> media about the work of the Task Force. <br /> Bryan Bowers, President, Pleasanton Downtown Association, supported the EIR adjustments <br /> recommended by the Task Force at the February meeting; review of the right to do business ordinance <br /> and require new development projects to record the right to do business policy on the property title. <br /> Steve Van Dorn, President and CEO, Pleasanton Chamber of Commerce encouraged Council to <br /> further discuss parking strategies and work with the PDA to brainstorm parking ideas. He also <br /> supported the EIR adjustments approved by the Task Force at the February meeting. <br /> Barbara Benda expressed concerns regarding the building height in the DSP and supported retaining <br /> the two-story height limit to maintain the charm of downtown and encouraged Council to explore <br /> additional parking strategies. <br /> City Council Minutes Page 6 of 11 August 20. 2019 <br />
