In response to Mayor Thorne's inquiry, City Manager Fialho advised the Planning Commission <br /> recommended a working group to include the Pleasanton Downtown Association (PDA), Chamber of <br /> Commerce and select city representatives to provide a parking strategy. Acting Director of Community <br /> Development Brian Dolan advised that the Planning Commission recommended this working group <br /> based on feedback it had received. <br /> In response to Councilmember Pentin's inquiry regarding Task Force recommendations, Acting Director <br /> of Community Development Dolan advised the Council went in a different direction than the <br /> recommendations of the Task Force. Councilmember Pentin expressed concerned that the <br /> recommendations of the Task Force weren't being represented to which Acting Director of Community <br /> Development Dolan advised there were only a few items that were not in agreement. <br /> In response to Councilmember Pentin's inquiry regarding fair traffic, Planning Manager Clark advised <br /> that the EIR traffic analysis looked comprehensively at all traffic in the area. <br /> Councilmember Brown advised a letter was received from a resident expressing concern regarding <br /> preserving historic buildings in the DSP. Acting Director of Community Development Dolan responded <br /> that policy has been developed around historic buildings in the past and only applies to residential <br /> homes. He also advised that historic commercial buildings are reviewed on a case-by-case basis and <br /> advised that historic designations are determined by the City. <br /> In response to Councilmember Brown's inquiry regarding PUD requirements for residential <br /> developments, Senior Planner Bonn advised the rule applies to any project that has a residential <br /> component. <br /> In response to Councilmember Brown's inquiry regarding the proposed resolutions and ordinances, City <br /> Attorney Daniel Sodergren clarified the resolutions take a single reading, but the ordinances will be <br /> back to Council at the next meeting for adoption. <br /> In response to Councilmember Brown's inquiry regarding the proposed closing of Division Street and <br /> the parking implications, Acting Director of Community Development Dolan advised the closing of <br /> Division Street will require extensive study. <br /> Councilmember Brown commented on the public's concern that the height on Main Street is being <br /> raised, while others say it will remain the same at 40 feet. She inquired about the existing height limit of <br /> 123 Main Street and 157 Main Street. Planning Manager Clark confirmed there is no specific height <br /> limit in the Municipal Code for public buildings, instead it is decided case-by-case, and looking at the <br /> heights and building types that are adjacent to the site. <br /> Councilmember Brown noted the current 40' limit on Main Street and confirmed the proposal is to raise <br /> it to 46' on part of Main Street. Ms. Clark confirmed the proposal for 46' in Mixed-use Downtown, which <br /> covers the Civic Center and added that any redevelopment of the Civic Center would concentrate the <br /> 46' height limit to the interior of the property away from Main Street. The intent for 46' is to allow for <br /> some flexibility for modern construction. <br /> Councilmember Brown said zoning for the front of the site on Main Street is no different than the back <br /> so the entire Civic Center site will be zone for a 46' maximum height, is that right. Acting Director of <br /> Community Development Dolan said yes, and that any project would require a PUD and more public <br /> review. <br /> In response to Councilmember Brown's inquiry regarding streetlights, Mr. Dolan advised language will <br /> be added to include all streets in the DSP. <br /> City Council Minutes Page 5 of 11 August 20, 2019 <br />
