PPIE Pillars of Pleasanton Presentation <br /> Steve McCoy-Thompson, Executive Director, Pleasanton Partnerships in Education Foundation (PPIE) <br /> provided a brief presentation regarding the program. He advised that PPIE raises fund for Pleasanton <br /> schools through private and corporate sponsors. He reported that PPIE had a record year in 2018 <br /> raising over $711,500 and spoke about the Inspire Campaign and the Pillars of Pleasanton and invited <br /> the Council and residents to the upcoming PPIE Fall Gala. <br /> 21. Public Comment <br /> Lou Rodriguez expressed concern regarding the quality of life in Pleasanton and encouraged the <br /> Council to continue to ensure that the housing density does not get out of control in the future. <br /> Carrie Oldes, Spectrum Community Services, invited the Council and residents to participate in the <br /> Feed the Need Throwdown in the Park on September 5 at Amador Rec Center. She also encouraged <br /> residents to volunteer in the Meals on Wheels program to support local seniors. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 22. Public Hearing: Downtown Specific Plan Update — Consider (1) adoption of a resolution to certify <br /> the Final EIR; approve a Statement of Overriding Considerations; a Mitigation Monitoring <br /> Reporting Program; and a Water Supply Assessment; (2) adoption of a resolution to approve <br /> amendments to the General Plan, the Downtown Design Guidelines, the Downtown Hospitality <br /> Guidelines; rescind the 2002 Downtown Specific Plan; and approve the Updated Downtown <br /> Specific Plan; (3) introduction of an ordinance to approve changes to zoning designations; (4) <br /> introduction of an ordinance to amend Chapter 17.24 (Transportation Systems Management) and <br /> Title 18 (Zoning) of the Municipal Code to implement policies of the Updated Downtown Specific <br /> Plan, as filed under Case P18-0050 <br /> Councilmember Testa announced the need to recuse herself from this item due to the project's <br /> proximity to her home. She advised this will not preclude her from acting on future items in the project <br /> area as they will not be within the conflict of interest radius. She stepped down from the dais and left <br /> the meeting room. <br /> Planning Manager Clark provided an overview of the project goals which included clarifying key policy <br /> areas, responding to community objectives, strengthening protection of physical features of Downtown <br /> City Council Minutes Page 3 of 11 August 20,2019 <br />
