Public Comment from the audience regarding items not listed on the agenda — <br /> Speakers are encouraged to limit comments to 3 minutes. <br /> There were no members of the audience wishing to address the Commission. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> RECUSAL <br /> Commissioner Balch recused from Item 3 due to an economic conflict and left the Chambers at <br /> 7:02 p.m. <br /> 3. PUD-133, Saravana Chilla — Application for Planned Unit Development (PUD) <br /> development plan approval to demolish an existing home and construct three new <br /> detached single-family homes and related improvements at 3987 Stanley Boulevard. <br /> Zoning for the property is PUD-HDR (Planned Unit Development — High Density <br /> Residential) District. <br /> Associate Planner Jennifer Hagen presented the specifics of the item in the Agenda Report. <br /> Commissioner Brown referenced the public comment received and distributed at the start of <br /> the meeting which inquired about the height of the proposed homes in relation to their property <br /> and the new structure. <br /> Ms. Hagen stated the Planned Unit Development (PUD) at Rachael Place is one of the older <br /> developments. After research was conducted, staff found architectural renderings for that <br /> approval, but they were not to scale. It was estimated that the two-story structure is <br /> approximately 25 feet tall and the current proposed project is between 25 and 27 feet, so it is <br /> generally consistent. <br /> Chair Allen stated the applicant's property is several feet below grade as measured from <br /> Stanley Boulevard and she asked and confirmed this was the case with the home on Rachael <br /> Place. <br /> Commissioner Pace asked if there were any changes from the orientation of the property with <br /> respect to setbacks as compared to the plans reviewed at the workshop, noting the Planning <br /> Commission focused specifically on vegetation and trees facing the property. <br /> Ms. Hagen confirmed that there were no changes to the site layout or setbacks since the <br /> workshop. She explained there will be shrubs planted along the back, however as proposed, <br /> there is not a row of screening trees within the rear yard of the home. <br /> Chair Allen inquired whether it is possible to plant screening trees as opposed to shrubs. <br /> Planning Commission Minutes Page 2 of 16 August 28, 2019 <br />
