Fees are dependent on whether post-project impervious area <br />conditions are greater than pre-project conditions and/or whether fees have previously been paid. Please refer <br />to Zone 7’s Flood Protection & Storm Water Drainage Development Impact Fee Ordinance and additional <br />information at: http://www.zone7water.com/permits-a-fees . <br />x Groundwater Management. The project area lies over a groundwater basin (Livermore Valley <br />Groundwater Basin) that is used for municipal, industrial, and domestic and irrigation water supply. To <br />support protection of groundwater quality, the project should be consistent with or comply with appropriate <br />plans and regulations such as Zone 7’s Salt and Nutrient Management Plan and the Sustainable Groundwater <br />Management Ordinance, the State’s Water Recycling Policy (and associated orders), the State’s storm water <br />protection measures, and the County’s Water Wells Ordinance. <br />3. Wells <br />x Records. Our records indicate there are 26 water wells and 2 cathodic protection wells in the project area <br />including two Zone 7 Water Agency groundwater monitoring program wells (i.e., 3S1E16P05 and <br />3S1E20J04) (see attached well table). The approximate locations are shown on the enclosed well location <br />map. Please immediately notify Zone 7 if any other wells exist in the project area. All well locations should <br />be field verified and noted on the plans. If any of the wells are to be decommissioned, a well destruction <br />permit must be obtained from Zone 7 before starting work. A Zone 7 drilling permit is also needed for any <br />other water well or soil boring work that may be planned for this project. Well permit applications and the <br />permit fee schedule can be downloaded from our website: www.zone7water.com, or requested by email sent <br />to wellpermits@zone7water.com. Additional information can be obtained by contacting Michelle Parent at <br />(925) 454-5077. <br />4. Water Supply Assessment <br />x Ozonation Facilities. Page 36: Zone 7’s ozonation facility at Del Valle Water Treatment Plant is expected to <br />be operational in 2020 (construction began in 2018), and the ozonation facility at Patterson Pass Water <br />Treatment Plant is expected to be operational in 2022 (construction will begin in 2019). <br />x Demands. Should the City of Pleasanton approve the Downtown Specific Plan, the associated demand <br />increase is less than 1% of the total demand for the City of Pleasanton and is therefore not considered a <br />significant increase requiring interim analysis since it is well within the margin of error for Zone 7’s projected <br />water demands and planned future water supplies. <br />x Urban Water Management Plan (UWMP). The water supply analysis in the WSA is largely based on <br />Zone 7’s and the City of Pleasanton’s 2015 UWMPs, which are the latest versions of this document. Note that <br />the documents, which communicate the agencies’ water supply conditions and plans, will be formally updated <br />in 2021 in accordance with the State of California’s requirements. <br />We appreciate the opportunity to comment on this project.
