3. Management Updates for March and April 2019 for Ridgeview Commons <br />Commissioner Duggan stated she had questions regarding the Consent Calendar items and <br />asked that they be removed. She asked about trending of the Year-to-Date/Year-End budget, <br />the general summary for the first 6 -months, and how it would be determined if rent increases <br />were going to be required. <br />The Ridgeview Commons representative reviewed the reports with Commissioner Duggan <br />explaining the monthly basis and year-to-date summaries for income and expenses. He also <br />noted that no problems are anticipated. <br />Commissioner Kiziloglu questioned whether any tenant problems had occurred with the recent <br />rent increases. She was informed that no problems have occurred but assistance had been <br />provided to a couple of residents. <br />A motion was made by Commissioner Kiziloglu seconded by Commissioner Duggan, to approve <br />the consent calendar items. The motion was approved unanimously. <br />MEETING OPEN TO THE PUBLIC <br />4. Introductions / Awards / Recognitions <br />None. <br />5. Public Comment from the audience regarding items not listed on the agenda <br />Mr. Hashim commented on a personal problem relating to his inability to pay a rent increase and <br />concerns about becoming homeless. He indicated he was self-employed, had been injured in <br />2018 and hasn't worked for 18 months, and was trying to get help by obtaining Section 8 <br />housing to help pay for his rent. Mr. Hashim questioned whether the Housing Commission <br />would be able to provide him with any assistance. <br />Chairperson Soby advised that the Commission was unable to offer any assistance at this <br />meeting, but that City of Pleasanton staff would be able to provide assistance after the meeting. <br />PUBLIC HEARINGS AND OTHER MATTERS <br />6. Overview of the Renew Alameda County (Renew AC) and Informational Review and <br />Discussion of Pleasanton Housing Rehabilitation Program <br />Mr. Hernandez provided information about the financial and technical assistance the City of <br />Pleasanton has offered to lower income households through its Housing Rehabilitation Program <br />(Housing Rehab Program) since 1993. He advised that the intent of the Program has been to <br />maintain safe homes and attractive neighborhoods, preserve affordable housing, improve the <br />quality of Pleasanton's housing stock, and ensure compliance with the city's building and zoning <br />codes. <br />It was noted that two types of assistance are available — loans or grants. Grants are typically for <br />projects that are below $10,000, and should projects be over $10,000 that a deferred loan with <br />no monthly payment is available up to $35,000. Currently all loans are 3% simple annualized <br />interest with a term of 30 -years. <br />Page - 2 - <br />
