THE CITY OF 20 <br />— ' —�� � �" ° " =�=f' ,�. a "" CITY COUNCIL AGENDA REPORT <br />�L£ �S�4NTON�: <br />October 1, 2019 <br />Community Development <br />Planning Division <br />TITLE: CONSIDER AN APPLICATION FOR PLANNED UNIT DEVELOPMENT <br />(PUD) DEVELOPMENT PLAN APPROVAL TO DEMOLISH AN EXISTING <br />HOME AND CONSTRUCT THREE NEW DETACHED SINGLE-FAMILY <br />HOMES AND RELATED IMPROVEMENTS AT 3987 STANLEY <br />BOULEVARD, AND APPROVAL OF A GROWTH MANAGEMENT <br />ALLOCATION <br />SUMMARY <br />The applicant, Saravana Chilla, is proposing to demolish the existing approximately <br />940 -square -foot single-family home and associated outbuildings and subdivide the <br />property to allow for the construction of three new detached single-family homes. The <br />subject property is located within the Downtown Specific Plan (DSP) area and is zoned <br />PUD -HDR, therefore requiring approval of a PUD development plan prior to <br />development of the site. A Growth Management Allocation is also required for the <br />project. The Planning Commission, at an August 28, 2019 public hearing, <br />recommended approval of the project subject to conditions of approval. The item is now <br />before the City Council, who may approve, approve with conditions, or deny the <br />applications. <br />PLANNING COMMISSION ACTION <br />On August 28, 2019, the Planning Commission, on a 4-0-1 vote (Commissioner Balch <br />recused), recommended approval of the application based on the project analysis and <br />PUD considerations and subject to the Conditions of Approval shown in Attachment 1. <br />The Planning Commission agenda report and minute excerpt are included as <br />Attachment 2. <br />RECOMMENDATION <br />1. Find the project is exempt from environmental review pursuant to the California <br />Environmental Quality Act Guidelines (CEQA); <br />2. Make the PUD considerations for the proposed development plan as stated in <br />the draft ordinance, Attachment 1; and <br />3. Introduce the draft ordinance approving Case PUD -133, subject to conditions of <br />approval listed in Exhibit A of Attachment 1. <br />4. Adopt the resolution approving a growth management allocation for the proposed <br />new residential units. <br />
