ROLL CALL VOTE: <br /> AYES: Commissioners Allen, Balch, Brown, O'Connor and Pace <br /> NOES: None <br /> ABSENT: Commissioner Ritter <br /> ABSTAIN: None <br /> Resolution PC-2019-21 recommending approval of Cases PUD-134/P18-0332/P18-0334 was <br /> adopted with added conditions as motioned. <br /> MATTERS INITIATED BY COMMISSION MEMBERS <br /> Chair Allen referred to the project approved on Old Stanley Boulevard, which caused her to <br /> look at the north side of Stanley Boulevard and realize that many buildings on the north side <br /> have side-facing designs. Over time, they may be torn down and this is conflict with the <br /> concept of trying to create a welcoming presence and front-facing street front, which is a <br /> downtown design standard. <br /> She thinks the earlier project approved was a nice compromise with the wrap-around porch, <br /> good articulation on the street side and that it had a side view almost like a street front, which <br /> she was in favor of; however, she felt some other recent homes had not been as <br /> well-constructed and she asked staff to be more rigorous with applicants such that the <br /> street-side has a more front-facing presence. She mentioned there will be older properties that <br /> will be renovated, and she thinks they should adhere to this. <br /> Ms. Clark noted that the design review process should allow for review for consistency with the <br /> guideline requiring street-facing frontages. <br /> Ms. Harryman asked that if a discussion is to ensue, this topic should be agendized to give the <br /> public a chance to be noticed of the topic and have a chance to comment. <br /> Mr. Dolan stated that if the Commission follows the existing principles, the requirement exists, <br /> and that any examples not followed through may have been the result of failures during plan <br /> check. <br /> MATTERS FOR COMMISSION'S REVIEW/ACTION/INFORMATION <br /> 5.
