BACKGROUND <br />Concession Stand No. 2 was built in partnership with the Pleasanton Girls Softball <br />League and the City of Pleasanton in 1993. The stand is in the southeast corner of <br />Parking Lot No. 4 at Ken Mercer Sports Park, adjacent to Softball Field No. 7. The <br />existing 26 -year-old, 12 -by -30 -foot wooden modular building has reached the end of its <br />service life. There is extensive rot and deterioration to the exterior of the building. The <br />existing 100 -amp electrical service is insufficient to meet current building demands. The <br />surrounding concrete sidewalk has settled, creating several potential tripping hazards, <br />and needs to be replaced to provide positive drainage away from the building and to <br />meet ADA requirements. <br />DISCUSSION <br />The Concession Stand No. 2 at Ken Mercer Sports Park Project, CIP No. 17747, <br />consists of removal of the existing building, foundation and surrounding concrete, <br />relocation of the utilities, upgrades to the PG&E service, and installation of the new <br />foundation, utilities, and a prefabricated building. The existing 360 -square -foot wooden <br />modular building will be replaced with a 350 -square -foot prefabricated masonry building, <br />matching the materials and aesthetics of Concession Stand No. 3, which is located <br />further east in Ken Mercer Sports Park by Softball Field No. 6. Working with Recreation <br />Staff, the interior layout of Concession Stand No. 2 was designed to improve the <br />operating workspace within the stand. The building will have a masonry exterior similar <br />to Concession Stand No. 3, a black composite shingle roof and an overhang over the <br />concession stand windows (see Attachment 2). <br />To limit the impacts of construction to the park and reduce the overall cost of the <br />project, a prefabricated building was selected to replace the existing wood building. The <br />building materials have a 50 -year design life and include a concrete floor and masonry <br />walls with a shingle composite roof. LED vandal -resistant lighting fixtures will be used to <br />reduce energy consumption. Low -flow water fixtures will be used to reduce water <br />consumption. <br />The existing utilities that service the current building will be reused, but the PG&E <br />service conduit will have to be upsized to meet current codes. The existing backflow <br />and check assembly will be upgraded to above ground to meet current codes. The <br />surrounding sidewalks will be replaced to install the new building pad, adjust for the new <br />building grades and fix the existing damaged sidewalk. PG&E is currently designing an <br />upgraded service for the new concession stand that will back feed the existing restroom <br />facility. PG&E has not completed their design but has provided a $5,000 estimate for <br />the cost of engineering and installation. <br />Bids <br />Sealed bids for this project were opened on August 27, 2019. A total of ten bids were <br />received, ranging from $429,738 to $716,000, compared with the engineer's estimate of <br />$400,000 (see Attachment 3). <br />The lowest responsible bid was received from Goodland Landscape Construction, Inc. <br />of Tracy, California, in the amount of $429,738. All other bid documents were found to <br />be in order and past work performed by Goodland Landscape Construction, Inc. was <br />Page 2 of 3 <br />
