Steve Baker, member of Pleasanton Economic Vitality Committee and the DSP Task Force, <br />encouraged Council to approve the EIR adjustments recommended by the Task Force at the February <br />meeting. He believed that story limitations should be removed along with the PUD process for all <br />residential development. <br />Tom Pico expressed his concern regarding the flawed process of the DSP in regard to moving the <br />police station and building a large library as opposed to building smaller branch libraries. He <br />encouraged Council to preserve public spaces in downtown. <br />Howard Tsztoo expressed concern regarding proposed building height maximum limits and that <br />residents' concerns are not being heard by the Council. <br />Kelly Cousins, President of Pleasantonvoters.com, encouraged Council to consider limiting the height <br />of residential properties to two -stories for the entire DSP and to further explore parking strategies for <br />downtown. <br />Margo Tarver expressed concerns regarding building height changes within the DSP and encouraged <br />Council to listen to residents' concerns regarding the DSP. <br />Tiffany Cadrette, Executive Director, Pleasanton Downtown Association, expressed her support of the <br />DSP Task Force findings and encouraged Council to approve the EIR adjustments recommended by <br />the Task Force and to further review the right to do business ordinance and additional parking <br />strategies. <br />Peter MacDonald expressed concern regarding the approval of the DSP without a parking strategy in <br />place. Additionally, he expressed concern regarding the influence that residents within 1000 feet of <br />downtown have on the Council decision regarding hospitality guidelines. <br />Isaac Elias supported the EIR adjustments approved by the Task Force and encouraged Council to <br />explore additional residential opportunities within Pleasanton. <br />Zelda Kohn expressed concern regarding the DSP and the potential loopholes and encouraged <br />additional parking strategies. <br />Christine Bourg expressed concern regarding maximum building heights and the design of older <br />buildings, and parking and congestion in the area. <br />Diane Envent asked Council to listen to the voices of the residents regarding building heights, parking <br />and mixed-use designations. <br />Scott Miner expressed concern regarding moving the Civic Center and adding residential use <br />properties. <br />Mayor Thorne closed the public hearing. <br />Council recessed to a break at 9:12 p.m. The meeting reconvened at 9:22 p.m. with all members <br />present except for Testa. <br />Council reconfirmed their prior direction as follows: <br />MOTION: It was m/s by Thorne/Brown to approve the massage establishment requirements item within <br />the DSP.
