The staging area is proposed to be set <br /> back approximately 350 feet from Dublin Canyon Road and would include a paved parking <br /> area with approximately 16 automobile spaces, as well as four pull-through spaces for vehicles <br /> with horse trailers; a vault toilet, water fountain and horse trough would also be provided (See <br /> Figure 5). The staging area is proposed on the Lester's 7.5-acre open space parcel (Parcel C) <br /> and the EBRPD would be the ultimate beneficiary of the parcel through a living trust. The <br /> staging area would provide access to a future EBRPD trail connecting south to trails within <br /> Pleasanton Ridge Regional Park. The applicant is working with EBRPD and the City to <br /> establish an alignment for the trail along the southern boundary of Parcel C. The proposed trail <br /> will be shown on future development plans and would be constructed by the EBRPD with <br /> timing on installing the trail occurring when the project site is developed. Other than the <br /> planned/proposed EBRPD trail, the proposed project does not include trail construction within <br /> the subdivision. A driveway easement would be created at the end of"Street A" to allow <br /> PUD-130/TRACT 8472/P18-0078/P18-0079/P18-0080/P18-0081 Planning Commission <br /> 10807, 11021, and 11033 Dublin Canyon Road and the parcel west of 11021 Dublin Canyon Road <br /> 7 of 11 <br />ast corner. The southern portion of the project site <br /> slopes down into Devaney Canyon, a heavily vegetated corridor which contains Devaney <br /> Creek, running in a southwest to northeast direction of the project site. Another heavily treed <br /> canyon branches off Devaney Canyon at the western portion of the project site. <br /> The most prevalent habitat on the site is California annual grassland that is used as rangeland <br /> for cattle grazing, but some seasonal wetlands occur in the northern portion of the site and <br /> ' The Shriners' parcel has the same address as the parcel immediately west of its property, 10807 Dublin Canyon <br /> Road. The parcel west of the Shriners property, owned by the DiCandia family, is not associated with the <br /> development application. The properties are not within City limits; therefore, the City does not have the authority <br /> to change the address of the Shriners property.
