STAFF RECOMMENDATION <br /> Staff recommends the Planning Commission provide feedback and receive public testimony as <br /> appropriate on the scope and content of the Environmental Impact Report (EIR) for the <br /> applicant's development proposal, as described in the purpose section. <br /> EXECUTIVE SUMMARY <br /> The City is preparing an EIR for the applicant's proposal to annex, rezone, subdivide, and <br /> develop a 128.5-acre project site with 31 single-family detached residential units and roadways <br /> on 12.9 acres and permanently preserve 115.6 acres of open space, with 38.8 acres of open <br /> space to be owned by the future homeowners association, 7.5 acres of open space to be <br /> owned by the Lester family, and 69.3 acres of open space to be dedicated to the East Bay <br /> Regional Park District (EBRPD). <br /> The project is being presented to the Planning Commission as an EIR scoping meeting in <br /> accordance with the California Environmental Quality Act (CEQA). The EIR public scoping <br /> meeting will allow the Planning Commission and public with an opportunity to comment on <br /> environmental issues that they would like the EIR to address. <br /> BACKGROUND <br /> Project Background <br /> The Hidden Canyon Project was reviewed by the Planning Commission at a Work Session on <br /> March 27, 2019. As a result of the feedback received, the applicant revised the project by <br /> reducing the number of units proposed (from 33 to 31) and adjusting the location and design of <br /> the EBRPD staging area. The reduction in total units resulted from eliminating two residential <br /> lots on the Shriners property, which comprises the lower portion of the site adjacent to Dublin <br /> Canyon Road. The staging area modifications included relocating the staging area from the <br /> previously proposed location at the southern portion of the project site to the northeast, closer <br /> to Dublin Canyon Road, and reducing the size of the staging area from 36 vehicle parking <br /> stalls to 16. These project revisions are reflected on the plans in Exhibit B. <br /> EIR Background <br /> Based on the overall scope of the project, the nature of the project site, and potential <br /> environmental impacts, the City has determined that an EIR will be required. The City entered <br /> into a professional services agreement with FirstCarbon Solutions (FCS) to prepare the EIR. <br /> FCS staff will be present at the scoping session. <br /> The Commission and public are being asked at this scoping session to provide feedback on <br /> the potential environmental effects of the project that should be analyzed in the EIR. <br /> Comments on the merits or design of the project will be considered at future public meetings <br /> and/or hearings, following the completion of the EIR and other necessary project-specific <br /> analysis, and are not the subject of today's meeting. <br /> The EIR serves several functions: <br /> • The EIR satisfies the requirements of CEQA for the project's environmental review. The <br /> EIR is the informational document that identifies the environmental impacts of the <br /> PUD-130/TRACT 8472/P18-0078/P18-0079/P18-0080/P18-0081 Planning Commission <br /> 10807, 11021, and 11033 Dublin Canyon Road and the parcel west of 11021 Dublin Canyon Road <br /> 2 of 11 <br />r O'Connor echoed that he is supportive of the location for this type of activity <br /> and does not have an issue with parking. He agrees this is a more dangerous activity than <br /> other such uses but does not see the correlation to the current violence in the media. He <br /> expressed the desire to see a limitation set around alcohol consumption during the time of <br /> play, perhaps limiting consumption to two drinks per player for the duration of play.
