DISCUSSION <br />A recent competitive bidding process for a new custodial maintenance agreement <br />solicited bids from three contractors with costs ranging from $2,095,535 to $3,497,340 <br />for the three-year period. Margarita's Cleaning &Janitorial Services and Karla's <br />Janitorial Services &Suppliers were disqualified for having irregularities and being <br />unresponsive to the bid submittal requirements. Imperial Maintenance Services, Inc. <br />was selected as the qualified lowest bidder and demonstrated the best approach to <br />meet the City's facility maintenance standards. The selected bid is $364,944 more than <br />the FY 2018/19 custodial agreement. The increased cost can be attributed to the <br />addition of two new facilities (Ponderosa Park restrooms and the Joint Police Service <br />Center), and increasing contractor costs (i.e. staff wages, supply and consumable costs, <br />and other overhead costs). <br />The new maintenance service agreement with Imperial Maintenance Services, Inc. is for <br />three years with the option for two additional one-year extensions. The total <br />compensation for the first three years of the agreement is $3,341,316. The contract <br />amount per fiscal year is $940,744 for FY 2019/20, $1,164,988 for FY 2020/21 and <br />$1,235,584 for FY 2021/22, inclusive of custodial services and the cost of purchasing <br />and delivering consumables.
