BACKGROUND
In October 2015, the City conducted a comprehensive water and sewer rate analysis that
resulted in rate increases equivalent to Consumer Price Index (CPI) adjustments annually.
The study also established a tiered water rate structure, implemented recycled water rates
eliminating subsidizing the rate payers and allowing for the City to pass through Dublin
San Ramon Services District and City of Livermore wastewater treatment rates and Zone
7 Water Agency water rates. Proposition 218 requires that these rates be reviewed a
minimum of once every five years. Based on this, staff circulated a Request for
Qualifications for consulting services in May 2019.
DISCUSSION
Staff received five responses (Proposals) to the Request for Qualifications and interviewed
two out of the five firms. The five firms who submitted proposals are as follows:
Black and Veatch Management Consulting, LLC
HDR Engineering, Inc.
Raftelis Financial Consultants, Inc.
HF&H Consultants, LLC
Hildebrand Consulting, LLC
Based on the evaluation criteria in the RFQ, the interviews and reviewing the Proposals for
a number of factors, including comparable rate experience, experience and credentials of
the staff and the firm, staff concluded that the most qualified and well suited firm for the
project is Raftelis Financial Consultant Inc.
Jointly Submitted by: Approved by:
\\,
Kathleen Yurchak Tina Olson Nelson Fialho
Director of Operations and Director of Finance City Manager
Water Utilities
Attachment:
1.
