BACKGROUND <br /> In October 2015, the City conducted a comprehensive water and sewer rate analysis that <br /> resulted in rate increases equivalent to Consumer Price Index (CPI) adjustments annually. <br /> The study also established a tiered water rate structure, implemented recycled water rates <br /> eliminating subsidizing the rate payers and allowing for the City to pass through Dublin <br /> San Ramon Services District and City of Livermore wastewater treatment rates and Zone <br /> 7 Water Agency water rates. Proposition 218 requires that these rates be reviewed a <br /> minimum of once every five years. Based on this, staff circulated a Request for <br /> Qualifications for consulting services in May 2019. <br /> DISCUSSION <br /> Staff received five responses (Proposals) to the Request for Qualifications and interviewed <br /> two out of the five firms. The five firms who submitted proposals are as follows: <br /> Black and Veatch Management Consulting, LLC <br /> HDR Engineering, Inc. <br /> Raftelis Financial Consultants, Inc. <br /> HF&H Consultants, LLC <br /> Hildebrand Consulting, LLC <br /> Based on the evaluation criteria in the RFQ, the interviews and reviewing the Proposals for <br /> a number of factors, including comparable rate experience, experience and credentials of <br /> the staff and the firm, staff concluded that the most qualified and well suited firm for the <br /> project is Raftelis Financial Consultant Inc. <br /> Jointly Submitted by: Approved by: <br /> \\, <br /> Kathleen Yurchak Tina Olson Nelson Fialho <br /> Director of Operations and Director of Finance City Manager <br /> Water Utilities <br /> Attachment: <br /> 1.
